A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND SUBMIT A PRE-APPLICATION
FOR COMMUNITY FACILITY DISASTER ASSISTANCE FUNDS.
WHEREAS, the United States Department of Agriculture, Rural Development
(USDA/RD), announced on April 2, 2001, that $10 million in loans and $15
million in grants are available to develop essential community facilities in
Presidentially or Secretarially declared disaster areas; and
WHEREAS, the Community Facility Disaster Assistance (CFDA) project must
be located in an area that was declared a disaster on or after
September 1, 1999; and
WHEREAS, the President, on November 9, 2000, declared a major disaster
in Hawaii County, Federal Emergency Management Agency Disaster Number 1348;
and
WHEREAS, USDA/RD has advised the County of Hawaii, that a
pre-application for the CFDA funding is due by May 11, 2001; and
WHEREAS, Section 2-73, Hawaii County Code, requires that all
instruments and documents be signed by the Mayor as authorized by the Charter
and the Council; and
WHEREAS, it is required by the USDA/RD that the County of Hawaii
submit a pre-application with certifications and other documentation assuring
conformance to related rules, regulations and laws of the CFDA project; and
WHEREAS, if the pre-application is approved, the County Council will be
asked to approve an application to obligate funds.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII,
that the Mayor- of the County of Hawaii or, in his absence, the Acting Mayor,
is hereby authorized to execute and submit Community Facility Disaster
Assistance project pre-application(s) with the United States Department of
Agriculture, Rural Development.
BE IT FURTHER RESOLVED that the Mayor or his authorized representative
is designated to act as the representative of the County.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the Office of Housing and Community Development.
