Re: Capital Budget
The Office of Hawaiian Affairs has authorized the funding of $667,000 towards the
Department of Parks and Recreation's Kawananakoa Hall Repl~~cement project. The
Keaukaha Gymnasium complex is being constructed to replace the Kawananakoa Hall.
Enclosed is a bill for an ordinance appropriating these funds for the Keaukaha Gymnasium.
Also enclosed is a resolution to authorize the Mayor to enter into a grant agreement with the
Office of Hawaiian Affairs.
Because part of the funding for this project will lapse on June 30, 2001, the Department of
Parks and Recreation would like to request a waiver from the Finance committee and have
this bill heard at the Council meeting scheduled for May 2, 2001.

Recreation.

A. REQUEST:
To be able to enter into an agreement with the Office of Hawaii Affairs for a grant of
$667,000 to construct Keaukaha Gymnasium.
To create a CIP account: Keaukaha Gymnasium g OHA
and appropriate $667,000 to expend grant funds
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A gymnasium complex is being constructed to replace Kawananakoa Hall. fihe
Office of Hawaiian Affairs has informed us that we have been approved for a
grant of $667,000 for this project.
Please waive Finance Committee. Bidding is done so we would like to start the
project as soon as possible. Part of the funding for this project lapses on
June 30, 2001 so funds for the contract need to be encumbered.

Dear Ms. Tulang:
The Office of Hawaiian Affairs (OHA) is pleased to inform you that the County of
Hawaii Department of Parks and Recreation has been approved for funding in the
amount of $667,000.00 for its Kawananakoa Hall Replacement Project in South Hilo.
This appropriation is subject to the release of State and County appropriations and in-
kind services provided by the Department of Hawaiian Home Lands and
Kamehameha Schools/Bishop Estate, receipt of which is confirmed per your letter of
September 28, 2000.
A contract with OHA must be signed prior to disbursement of funds. This grant
agreement will list any and all provisos as indicated by the Board of Trustees. Ms.
Nancy Holt, OHA's Grants Specialist, will serve as your primary contact for this
award. She is available to assist with any fiscal or general concerns you may have
relating to this grant.

Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai "i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
