KURAKAZU AND GEORGE A. HARAI From Mayor Harry Kim, dated April 3, 2001, submitting for confirmation the following appointments to the Liquor Commission: Kelly Y. Kurakazu, a lifelong resident of Hawaii, who is a School Food Service Manager for the Department of Education and the owner of Kelly Boy's Bakery. He is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2001. George A. Harai, a 60-year resident of Hawaii, who is employed by the Bishop Insurance Agency. A past member of the Water Commission, Mr. Harai is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2005. BERTSCH From Mayor Harry Kim, dated April 2, 2001, submitting for confirmation the following appointments to the Police Commission: Council District 6 -Daniel C. Kama, who was born and raised on Oahu and who now resides in Mountain View. A retired corrections officer with the Department of Public Safety, Mr. Kama is the present coordinator of his neighborhood watch program and assists with the County of Hawai`i's Prosecutor's Office. He is a member of the Republican Party. If confirmed, he will serve the remainder of the term vacated by Joanna Herkes, which expires on December 31, 2002. Council District 8 -John M. Bertsch, aseven-year resident of Hawaii who is vice president of Construction Technology Pacific, Inc. He previously served on the Kona Traffic Safety Committee and is a member of the Republican Party. If confirmed, Mr. Bertsch will serve a term to expire on December 31, 2005. He will be replacing Clyde Williams, whose term expired on December 31, 2000. HART, KAREN T. MAEDO, LOUIS KAOIWI, SCOTT J. SALFEN, THOMAS REECE, TERRY WALLACE, ALEXANDER R. BIRO, AND STEPHEN P. BOWLES From Mayor Harry Kim, dated March 8, 2001, submitting for confirmation the following appointments to the newly created Hawaii County Fire Commission: 1. Mr. Rudolph C. Hart (Council District 1), a lifelong resident of Hawaii, is a former Emergency Medical Technician and Ambulance Service Supervisor. He is a member of the Democratic Party. If confirmed, Mr. Hart will serve a term to end on December 31, 2005. 2. Ms. Karen T. Maedo (Council District 3), a lifelong resident of Hawaii, is a recently retired school teacher and her last position was Vice-Principal for the Hilo Community School for FC-10 Page 3 April 17, 2001 Adults. She is not affiliated with any political party. If confirmed, Ms. Maedo will serve a term to end on December 31, 2002. 3. Mr. Louis Kaoiwi (Council District 4), a lifelong resident of Hawaii, is a retired corrections officer and a member and past commander of the Disabled American Veterans, Chapter 7. He is not affiliated with any political party. If confirmed, Mr. Kaoiwi will serve a term to end on December 31, 2003. 4. Mr. Scott J. Salfen (Council District 5), a 12-year resident of Hawaii, is an employee of Hawaii Island Kukui Products. He is not affiliated with any political party. If confirmed, Mr. Salfen will serve a term to end on December 31, 2002. 5. Mr. Thomas Reece (Council District 6), a 20-year resident of Hawaii, is employed by the On-Line Marketing Group. If confirmed, Mr. Reece will serve a term to expire on December 31, 2003. 6. Mr. Terry Wallace (Council District 7), a resident of Hawaii for 33 years, is retired. Since retiring, he was appointed to the Fire Board of Appeals by Mayor Akana and has served as Fire Chief of the Kona Village Volunteer Fire Unit. He is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2005. 7. Mr. Alexander R. Biro (Council District 8), a 7-year resident of Hawaii, has served as a Fire Fighter/Rescue for the town of Fairfield, Connecticut for 27 years. He is a member of the Republican Party. If confirmed, he will serve a term to expire on December 31, 2004. 8. Mr. Stephen P. Bowles (Council District 9), a lifelong resident of Hawaii, is employed by Island Resources, Ltd. as a groundwater geologist and is Chairman-CEO of Waimea Water Services. He is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2004. Ms. Maedo is not affiliated with any political party. If confirmed, Ms. Maedo will serve a term to expire on December 31, 2002. Council District 4 -Louis Kaoiwi, a lifelong resident of Hawaii, who is a retired corrections officer and a member and past commander of the Disabled American Veterans Chapter 6. He is also a member of the Big Island Veterans Association and currently serves on the Mayor's Veterans Advisory Committee. He is not affiliated with any political party. If confirmed, Mr. Kaoiwi will serve a term to expire on December 31, 2003. Council District 5 -Neil Brazier, a 33 year resident of Hawaii and a retired Ilawai`i Community College professor who is presently employed as a flower farmer. He is not affiliated with any political party. If confirmed, Mr. Brazier will serve a term to expire on December 31, 2002. Council District 6 -Terry Wallace, who was born and educated through high school in Hawaii, and has lived in Hawaii for a total of 33 years. He spent his university and professional career in the San Francisco Bay area, where he served as an elected Fire Commissioner for the Novalto Fire District and was appointed to the Governor's Task Force for revision FC-10 Page 5 April 17, 2001 and update of the California State Fire Code. After retirement and moving back to Hawaii, he was appointed to the Fire Board of Appeals by Mayor Akana and has served as Fire Chief of the Kona Village Volunteer Fire Unit. He is not affiliated with any political party. If confirmed, Mr. Wallace will serve a term to expire on December 31, 2003. Council District 7 -Dale A. Fergerstrom, a lifelong resident of Hawaii, who is a retired police captain, having served with the Hawaii County Police Department since 1974. He is presently employed by the Kamehameha Schools. He is not affiliated with any political party. If confirmed Mr. Fergerstrom will serve a term to expire on December 31, 2405. Council District 8 -Alexander R. Biro, a seven year resident of Hawaii, who for 27 years served as a Fire Fighter/Rescuer in Fairfield, Connecticut. He is a member of the Republican Party. If confirmed, Mr. Biro will serve a term to expire on December 31, 2004. Council District 9 -Stephen P. Bowles, a lifelong resident of Hawaii who is employed by Island Resources, Ltd., as a ground water geologist and is Chairman-CEO of Waimea Water Services. He is not affiliated with any political party. If confirmed, Mr. Bowles will serve a term to expire on December 31, 2004. Comm. 180: APPOINTMENTS TO THE BOARD OF ETHICS - LEROY .1. VICTORINE AND KEOLALANI HANOA From Mayor Harry Kim, dated April 3, 2001, submitting for confirmation the following appointments to the Board of Ethics: Council District 2 -Leroy J. Victorine, a lifelong resident of Hawaii, who currently is the Hilo Airport's Security Manager and is a former Assistant Chief of the Hawaii County Police Department. He is not affiliated with any political party. If confirmed, his term will end on December 31, 2004. Council District 6 Keolalani Hanoa, a lifelong resident of Hawaii, who has served as a program director, cultural educator/curriculum developer for the Edith Kanaka`ole Foundation, Ku Kulu Kumuhana `O Ka`u over the past 10 years. She is not affiliated with any political party. If confirmed, Ms. Hanoa will serve a term to expire on December 31, 2005. Comm. 167: RELATIONSHIP BETWEEN THE COUNTY OF HAWAII AND THE DEPARTMENT OF HAWAIIAN HOME LANDS From Mayor Harry Kim, dated March 20, 2001, regarding unresolved issues between the County and the Department of Hawaiian Home Lands. States his Administration is committed to addressing these issues on a fair and equitable basis and that they will be meeting with representatives of Hawaiian Homes to work towards their timely resolution. Also, they will work with the Council in this effort. Transmits for information a copy of his March 16, 2001 memo to the Director of Public Works regarding provision of Traffic Division services in Hawaiian Homes subdivisions. Comm. 171: A RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO (Res. 68-01) ENTER INTO AMULTI-YEAR LEASE FOR A STAMP MACHINE FOR T[~E OFFICE OF THE CORPORATION COUNSEL FOR THE FISCAL YEAR 2000-2001 THROUGH FISCAL YEAR 2005-2006 From Assistant Corporation Counsel Gerald Takase, dated March 22, 2001, transmitting the above resolution. Their current machine, which they own, cost them $126.92 per month during the past year. It has no maintenance plan and is expected to have increased repairs in the future. Under the five-year lease, their monthly cost would be $139 and would include maintenance and lock in their rates for other services (soft guard and meter rental) which could rise annually. Their cost to purchase a machine over afive-year term would be approximately $167 per month. The estimated value of the Vitamaster Premier PRG programmable treadmill is $700 and will he used by the Parks & Recreation at the gym's weight room. Comm. 183: A RESOLUTION TRANSFERRING/APPROPRIATING AN (Res. 72-0 l) APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) {transfers $2,600 out and from the West Hawaii Band OCE and credits to West Hawai' i Band Equipment for a new sound system) From Director of Finance William T. Takaba, dated April 4, 2001, transmitting the above resolution. States that the West Hawaii Band does not have their own system and would like to purchase one to use at their performances. The sound systems which are currently provided at their performance locations often do not meet their acoustic needs. For comparison purposes, it includes a table describing the actual expenditures for FY 1999-00, the budget for FY 2000-01 and the proposed budget for FY 2001-02 for each fund. Comm. 140.24: From Pamela Mizuno, Deputy Director of Parks & Recreation, dated April 5, 2001, transmitting additional information that was requested of their department during the budget hearing.
