I,ee Subject: Kapehu Wastewater Treatment Plant Operation and Maintenance Inspection Our operation and maintenance inspection report for the subject facility is attached for your information and use. Department staff inspected the facility on September 28, 2000. The facility has been discharging effluent of good quality as evidenced by the low monthly averages of BOD and TSS concentrations. Facility operations were satisfactory as there were no major problems with any of the plant processes. The Kapehu Wastewater Reclamation Facility is given an "Acceptable" general rating. During the inspection, staff noted that the inspection of the rock media is difficult as it is located in an underground cavity with no access ports. This design of the plant may hinder the operation and maintenance of the treatment process. Sources contributing to th.e high BADS loadings should be identified and prevented from entering the plant. Status: GODS loading' again exceeded the de~3ign value during three ( ~ ) months of the year . Due to the lc~w influent flow, BOD loo-dings fluctuate more resulting in higher and lower average. Sources contributing to the high BOD loadings have been difficult to find. Oe£iciency: An access cover should be provided for the seepage pit. The seepage pit should be inspected for proper f~±nctioning . Statsas: An access cover was not installed fox' the seepage pit, however a new 6-inch cleanout was installed approxitr~ately 15 feet from the entrance of the existing seepage pit_ A camera is inserted into the cleanout and is used to monitor the status of the seepage pit.
