Curtis Tyler III Vice-Chair ~ RE: Recommendations for Capital Improvements Projects (Com. 141, Bill 39) This memo will confirm my verbal recommendations made during the April 17 Finance Committee meeting regarding the referenced bill: 1. Municipal Parking Expansion in Kailua, Kona (5196.04, Ordinance 98-50) - Reappropriate $2.5 million that is lapsing 6/30/01. Kailua Village has undergone tremendous growth since the original construction of the municipal parking lot in Kailua. Residents, business owners, and visitors have requested that public parking be expanded to accommodate this growth. While it is not anticipated that this expansion will necessarily take place in FY 01-02, it is strongly recommended that planning efforts begin to address this important need. I have some specific ideas and look forward to sharing them with the administration. 2. Kona Police Station, AC Retrofit (5296.53, Ordinance 98-50} - Reappropriate $452,000 that is lapsing 6/30/01. Although I was unable to confirm the status of this project prior to the 4/17 meeting, I made this recommendation to ensure that the project would continue past the expiration date, if necessary. Since that time, I have spoken with Ray Carr at R&D, who has informed me that the project is moving forward as part of a similar project in East Hawaii, and he is following up. 3. Kalaoa Fire Station (Item 15, 5296.54, Ordinance 98.50) - I wish to thank the administration for reappropriating $1.691 million on its CIP list for this. 4. Palani Road Safety Improvements (Item 24, 5397.98, Ordinance 99-20) - I wish to thank the administration for reappropriating $1.85 million on its CIP list for this. The Project Data/FIS for this project notes an additional planned expenditure of $2 million in FY 02-04. Accordingly, I recommend adding $2.0 million (for a total of $3.85 million) to be consistent with the DPW submittal. ~ ~ ~ „ Comm. Queen Lili'uokalani Collector Sewer (Item 29) -Revise the location map to include surrounding communities, besides just Queen Liliuokalani Village. 6. Honokohau Sewage Pump Station and Force Main (Item 27, 5697.64) -Replace Attachment B with the updated improvement district map (See Resolution 70-0 l The following recommendation was not included as part of my verbal recommendations during the 4/17 meeting, and, therefore, was not a part of the motion and official recommendation to the administration; however, inasmuch as I had previously spoken to the Mayor regarding this proposal, I am also including it here for the record and your further information. 7. Ali'i Kai Subdivision Park Improvements -Add at least $10,000 to plan and initiate this project. This land was set aside for a public community park about 40 years ago; however, the land was not deeded to the County until about 4 years ago. Since that time, nothing has been done, and the area has become home to abandoned vehicles and rubbish. The residents have requested that the project be started and have expressed their willingness to assist in its development.
