Re: Operating I~udget
Enclosed is a bill'tor an ordinance appropriating an additional $105,000 in Federal Grants -Area
Plan on Aging to the Area Plan on Aging OCE (Miscellaneous Contractual Services) and an
additional $54,729 in State Grants -Nutrition Program to the Nutrition Program -Equipment (Motor
Vehicle) account. Also, included in the- bill is a reallocation of $13,271 from the State Grants -Area
Plan on Aging to °he State Grants -Nutrition Program and from Aging's OCE (Miscellaneous
Contractual Services) to the Nutrition Program -Equipment (Motor Vehicle) account. The increase
in the federal funding is due to an appropriation for the National Family Caregiver Support Program
which Aging's Caregiver Resource Center in Kona will utilize the funds to provide family
assessment; information and referral; and counseling, education, and skills training. The increase
and reallocation ~f state funds will allow the Nutrition Program to purchase additional vehicles for
their home delivered meal program in Ocean View and Hilo districts.
Since unencumbered funds will lapse at the end of this fiscal year, the Office of Aging would like to
request a waiver prom the Finance committee and have this bill heard at the Council meeting
scheduled for May 16, 2001.

B. BACKGROUND AND Ji;TST'IFICATION (USE ADDITIONAL SHEETS AS NEEDEDI
On. February 12, 2001, the Office of Aging was notified of an increase in its federal
funding level due to an appropriation for the National Family Caregiver Support Program.
Our Caregiver Resource Center in Dona will utilize the funds to provide family assessment;
informatis~n and referral; and counseling, education, and skills traiaung.
O~ Apri127, 2001, the Office of Aging received an increase in state funds of $54,729.
The Office of Aging also received approval to reallocate unspent state funds to the Nutrition
program. The increase and reallocation of state funds will purchase the following items for
the Nutrition Program:
1 Hotshot Vehicle $33,000 (replacement)
1 7-passenger van $22,000
1 Station Wagon $13,000 (replacement)
The vehicles will be placed in the Ocean View (HOVE) and Hilo districts serving home
delivered meals.

appropriating an additional $105,000 in Federal Grants.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the fulr Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
