RESOLUTION NO.
(Draft 2)
A RESOLUTION RECOGNIZING MAY AS WHALE SUMMIT MONTH IN HAWAII COUNTY.
WHEREAS, the State of Hawaii is unique because it is composed of islands and it is
the only state in the union encircled completely by the ocean; and
WHEREAS, the people of Hawaii have always had a special affinity towards the
ocean and the creatures of the ocean; and
WHEREAS, Hawaii coastal waters are biologically unique and a number of
endangered and threatened cetaceans (humpback whales and spinner dolphins) either live in
the coastal area or depend on the relatively warm coastal waters for survival; and
WHEREAS, the majority of North Pacific humpback whales travel to Hawaii, where
they breed, calve, and nurse their young during the colder winter months, November to May;
and
WHEREAS, there are groups of Hawaiian spinner dolphins throughout the island chain
with one of the largest groups located in the vicinity of Kealakekua Bay, comprised of
between 1,000-2,000 dolphins; and
WHEREAS, in order to survive, the marine mammals need an environment free of
pathogens (viruses and bacteria), nitrates, sulfates from sewage, and other toxic chemical
pollutants, which create conditions hazardous to all ocean life in our coastal waters.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it recognizes and values marine mammals in our coastal waters.
BE IT FURTHER RESOLVED "THAT the Council designates the month of May as
Whale Summit Month to coincide with similar celebrations to be held in California and
Florida.
BE IT FINALLY RESOLVED THAT the County Clerk of the County of Hawaii is
directed to transmit certiFied copies of this resolution to the Honorable Harry Kim, Mayor of
the County of Hawaii, the State of California, and the State of Florida.
