My name is Valerie Peralto. I am here today to request that the County Council revise
their list of capital improvement projects to include replacement of the Kawailani Street
bridge. Flooding has become one of the most frequently occurring disasters in our
County. Over the past 20 years our house lot has been flooded by the overflow from this
bridge on 4 different occasions. Each time the volume of water has increased
significantly. During the November 2000 flood our home sustained extensive damage
and 14 of our neighbors experienced some degree of damage. We have a poorly designed
flood channel and a river that wants to redirect itself right through a residential
subdivision. Something must done and the process must start. We have been told by
County officials that the first step in the process is a study, followed by design work and
some time later actual construction would follow. 1 am asking that the first step of this
process be incorporated into this budget. Our lives and those of our neighbors have been
deeply shaken by the danger of the past flooding and the fear that future flooding is sure
to happen. The question is when and how much more water will there be the next time.
This project must become a priority of the County.
