Dear Ms. Leithead-Todd,
I became involved with this project last October 2000, after my mother, Myra Keliipio,
made me aware of the project. At that time, I did not have an opportunity to study
the file, so based on the limited information acquired from the letter and Mr. Fuke, I
submitted wrifiten and oral testimony focusing only on the traffic impacts on my
mother's iiawaiian Homestead neighborhood.
Since November 2000, I have read through the file for this project twice and I have
visited the 9 residences who will be directly impacted by this project. Some of the
neighbors do not want the project built and some do not have any opinion on it.
In any case, I feel that most of the impacted neighbors share the following conerns:
1 } Tr®fflc Imaaets upan those using Piii~aa St.. -All neighbors do not favor the
hazardous Puainako Acess, especially the right tum out of the project.
2) NN®lsr~erated trorn the taro ect -most do not favor the project being so close to
neighboring homes. Mr. Fuke has provided a 90 foot distance from bordering
neighbors. However, I think the neighbors would feel less impacted if the project
were kept 200 feet or more from their boundary lines.
3) Fi_o®dino m the larger, 6 acre parcel, for your information, lies in a flood zone and
just experienced major flooding in November 2000. Yet none of this was ever
mentioned at the hearing with the Planning Commission in November 2000. I think
all neighbors agree that any development on this parcel should be kept to a
minimum and be located as close to the Kanoelehua highway as possible. Since

Mr. Fuke's plans seem #o be dependent on what FEMA decides. Perhaps your
committee should not consider approving any zoning changes for this larger parcel
until he gets all his information together. There are too many loose ends connected
to this larger parcel.
4) Srroal9er 2-acre tercel Most neighbors do not mind Mr. Fuke developing the
smaller parcel as it happens to be located away from the residences. In fact, they
would also like him to gain access to his property via the State Highway
(Kanoelehu®). Perhaps your commiltee should consider approvals for this parcel
only at this time,
5) Aga eahi access. -Neighbors are concerned at traffic noise generated from
Awapuhi residences using the project to gain access to Pu®inako. "Cut through"
traffic should not be allowed for this project
I think some careful consideration should be made w(th this project. Just because
there are commercial businesses at the other 3 corners of the Kanoelehua and
Puainako intersection does not mean that another business NEEDS to be located in
the 4~ corner. Also future projects such as this one, should address livabiiity issues
when they locate themselves next to large neighborhoods. Its too bad that our
General Plan doe s not look at liveability. This is why the General Plan needs v major
