Hawaii Government Employees Association 495 Manono Street, Hilo, Hawaii 96720, Phone (808) 935-6841, FAX (808) 961-2437 May 10, 2001 Chairman James Arakaki County Council County of Hawaii 25 Aupuni St. Hilo, HI 9b720 _ Honorable Chairman Arakaki, , Re: Department of Liquor Control Budget Request Deleting Position Number 2114, Supervising Liquor Control Investigator and creating a new Administrative Officer I was informed May 9, 2001 that the Department of Liquor Control submitted a budget request to delete a Supervising Liquor Control Investigator position and to create a new Administrative Officer position. I am requesting that the position of Supervising Liquor Control Investigator not be deleted and no action be taken to create a new Administrative Officer position at this time. In accordance with our Unit 03 and 04 collective bargaining agreements, the employer is required to consult with the Union prior to implementing any major policy change affecting employee relations. This change is a reorganization within the Department of Liquor Control and constitutes a major policy change. Your attention is directed to the attached letter to Department Head Janice Pakele, dated April 12, 2001 in which we requested consultation. To date, consultation has not taken place. On May 9, 2001, we received a fax copy of a May 1, 2001 letter from Ms. Pakele confirming that the Liquor Control Supervising Investigator position has been deleted from the proposed budget FY 2001-2001, and although "we have included the position of Administrative Officer in the proposed budget FY 2001-2002 we have neither completed our review nor have we finalized the proposal". Date ~I~,Y ~ Z~Q~ _ _ The proposal to delete the Supervising Liquor Control Investigator will affect the reporting relationships within the Department. The loss of this position could adversely effect the Liquor Investigators ability to perform their functions. We have concerns about the safety of the Investigators when working in the field. We believe that these issues need to be discussed before a determination is made as to whether or not an Administrative Officer position or a Supervising Liquor Control Investigator position would help to alleviate those concerns. We request that you refer the Department's request back to the Department pending consultation with the HGEA. If it is in fact your intention to either eliminate the Supervising Investigator position or to reclassify that position to something outside of the Investigator series, we hereby request a consultation on any such change. We have a number of concerns relating to the working conditions of the Liquor Control Investigators and want to insure any changes made by the employer will be a step in the direction of improving those working conditions. Please let us know what your intentions are and what the expected impact would be for any changes you are considering.
