Dear Councilman Arakaki and Members of the County Council:
Enclosed for your review and approval is Bill Number 39, Draft Number 3, relating to public
improvements and financing for the fiscal year July 1, 2001 to June 30, 2002. Draft 3 increases
Draft 2 by including the Kawananakoa Gym by $500,000 and Hilo Drag Strip by $200,000 while
decreasing the Roundabout at Nani Kailua Drive and Kakalina Street by $175,000. The
proposed total capital projects funds was increased by $525,000 to $47,311,000.
