The State Legislature is currently considering legislation which would allow the counties to collect at least 1.885% of the public utilities' gross revenues in lieu of real property taxes. Bi1129 is submitted to correctly position the County for the anticipated passage of this legislation. Comm. 127: A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A (Res. 55-01) DONATION OF CAMERAS TO THE HAWAII COUNTY POLICE DEPARTMENT (Donated by Mr. and Mrs. Bill True of Kailua-Kona) From Council Member Nancy Pisicchio, dated February 26, 2001, transmitting the above resolution. The cameras, 105 Polaroid Express, with an estimated total value of $1,604, are to be used by the Hawaii County Police Department to assist with investigations relating to domestic violence. At the request of the donors, the cameras will be distributed to the Community Police and Patrol officers of the South Kohala, North Kohala, Kona and Ka'u districts of the Big Island. Finance Committee-6 Page 3 March 8, 2001 Comm. 128: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS (Res. 56-01) OF A LATER FISCAL YEAR OR OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE OF REAL PROPERTY (Office space for the Office of the Prosecuting Attorney that they currently occupy at the Kealakekua Business Plaza, Kona) From Director of Finance William Takaba, dated February 22, 2001, transmitting the above resolution. The lease expires on June 30, 2001. The extension would be for five years, starting July 1, 2001, and ending June 30, 2006. Comm. 129: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 34) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (The State of Hawai` i has authorized funding of $149,000 from federal grants per annum for atwo-year agreement for the enforcement of underage drinking laws and the hiring of a coordinator for these programs); and (Res. 57-01) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH SERVICES, STATE OF HAWAII, PURSUANT TO HRS 46-7, FOR ENFORCING UNDERAGE DRINKING LAWS (and the hiring of a coordinator, which shall be under the supervision of the Department of Liquor Control) From Director of Finance William Takaba, dated February 22, 2001, transmitting the above bill and resolution. Comm. 130: RESOLUTION CREATING FIVE (5) POLICE RADIO (Res. 58-01) DISPATCHER I POSITIONS FOR THE POLICE DEPARTMENT (for its Communication Despatch Section) From Director of Finance William Takaba, dated February 22, 2001, transmitting the above resolution. Currently, there are only 30 positions allocated and the shortage has led to an inordinate amount of overtime, worker's fatigue, job stress and a crisis situation. A minimum of 35 positions is required for the Computer Aided Dispatch system. Finance Committee-6 Page 4 March 8, 2001 Comm. 131: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 35) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (appropriating an additional $870 for the Retired and Senior Volunteer Program) From Director of Finance William T. Takaba, dated February 23, 2001, transmitting the above bill. Additional federal funds will be received to supplement the current travel budget in order to have a sponsor representative attend the National Senior Service Corps Conference in Los Angeles. Comm. 132: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 36) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (appropriating a $83,868 Local Law Enforcement Block Grant) From Director of Finance William T. Takaba, dated February 26, 2001, transmitting the above bill. The U.S. Department of Justice will be providing the funding for equipment, technological and information systems improvements to enhance operations and communications with the Office of the Prosecuting Attorney. Comm. 134: CREATION OF SUB-COMMITTEE ON TECHNOLOGY AND COMMUNICATIONS From Finance Committee Chairman Aaron S. Y. Chung, dated February 26, 2001, proposing the formation of asub-committee on technology and communications to be headed by Councilman Gary Safarik, who has experience and is knowledgeable in the area of telecommunications. As chairperson, Mr. Safarik would be given the discretion of selecting his sub-committee members. The purpose of the subcommittee is explained.
