YAGI TO THE HAWAII COUNTY CIVIL SERVICE COMMISSION From Mayor Harry Kim, dated March 6, 2001, submitting the following name for confirmation to serve on the Hawaii County Civil Service Commission: Jeanne E. Yagi, to replace Dorothy Pung, whose term expired on December 31, 2000. Ms. Yagi, who is retired from the State and County of Hawaii, is a lifelong resident of Hawaii and has previously served on this commission from August 22, 1995 to December 31, 1997. She is not affiliated with any political party and will serve a term to expire on December 31, 2005. Finance Committee-7 Page 2 March 20, 2001 Comm. 148: APPOINTMENTS OF THE FOLLOWING INDIVIDUALS TO THE NEWLY CREATED HAWAII COUNTY FIRE COMMISSION: RUDOLPH C. HART, KAREN T. MAEDO, LOUIS KAOIWI, SCOTT J. SALFEN, THOMAS REECE, TERRY WALLACE, ALEXANDER R. BIRO, AND STEPHEN P. BOWLES From Mayor Harry Kim, dated March 8, 2001, submitting for confirmation the following appointments to the newly created Hawaii County Fire Commission: 1. Mr. Rudolph C. Hart (Council District 1), a lifelong resident of Hawaii, is a former Emergency Medical Technician and Ambulance Service Supervisor. He is a member of the Democratic Party. If confirmed, Mr. Hart will serve a term to end on December 31, 2005. 2. Ms. Karen T. Maedo (Council District 3), a lifelong resident of Hawaii, is a recently retired school teacher and her last position was Vice-Principal for the Hilo Community School for Adults. She is not affiliated with any political party. If confirmed, Ms. Maedo will serve a term to end on December 31, 2002. 3. Mr. Louis Kaoiwi (Council District 4), a lifelong resident of Hawaii, is a retired corrections officer and a member and past commander of the Disabled American Veterans, Chapter 7. He is not affiliated with any political party. If confirmed, Mr. Kaoiwi will serve a term to end on December 31, 2003. 4. Mr. Scott J. Salfen (Council District 5), a 12-year resident of Hawaii, is an employee of Hawaii Island Kukui Products. He is not affiliated with any political party. If confirmed, Mr. Salfen will serve a term to end on December 31, 2002. 5. Mr. Thomas Reece (Council District 6), a 20-year resident of Hawaii, is employed by the On-Line Marketing Group. If confirmed, Mr. Reece will serve a term to expire on December 31, 2003. 6. Mr. Terry Wallace (Council District 7), a resident of Hawaii for 33 years, is retired. Since retiring, he was appointed to the Fire Board of Appeals by Mayor Akana and has served as Fire Chief of the Kona Village Volunteer Fire Unit. He is not affiliated with any political party. Biro (Council District 8), a 7-year resident of Hawaii, has served as a Fire Fighter/Rescue for the town of Fairfield, Connecticut for 27 years. He is a member of the Republican Party. If confirmed, he will serve a term to expire on December 31, 2004. 8. Mr. Stephen P. Bowles (Council District 9), a lifelong resident of Hawaii, is employed by Island Resources, Ltd. as a groundwater geologist and is Chairman-CEO of Waimea Water Services. He is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2004. Note: The nomination and application form for Council District 2 will be forwarded later, together with the completed application for Mr. Thomas Reece of Council District 8. Comm. 139: QUARTERLY REALLOCATION REPORT - 10/1/00-12/31/00 From Director of Personnel Michael R. Ben, SPHR, dated February 27, 2001, transmitting a report of reallocation actions taken on the positions covered by civil service classification and pay laws for the second quarter (October 1, 2000 to December 31, 2000) of the 2000-2001 fiscal year. Comm. 145: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS (Res. 61-01) OF A LATER FISCAL YEAR OR OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE OF REAL PROPERTY (Extension for an additional four years for the Kona Elderly Activities Division Offices lease) From Director of Finance William T. Takaba, dated February 23, 2001. The current lease expires on June 30, 2001. Finance Committee-7 Page 4 March 20, 2001 Comm. 146: A RESOLUTION TRANSFERRING/APPROPRIATING AN (Res. 62-01) APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT (S)(Transferring $350,000 from the Contingency Relief Account to the Vacation Pay Account) From Director of Finance William Takaba, dated March 5, 2001, transmitting the above resolution. It is determined that $450,000 will be needed in the Vacation Pay account for appointees who already left and for those planning to leave the County on or before June 30, 2001. Since there is currently $100,000 in this account, $350,000 is the balance needed for the remainder of the year. Comm. 150: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 40) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (appropriating $880,000 of the Highway Fund's Fund Balance to various accounts in need of additional funds) From Director of Finance William T. Takaba, dated March 6, 2001, transmitting the above bill. The accounts in need of additional funds are the Traffic Division's Equipment and Street lights accounts; Highways Division's Administrative OCE and roadside maintenance SVC accounts and the Transfer to Capital Projects Fund-Highway account. Comm. 151: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bill 41) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001 (appropriating $150,000 Community Empowerment Organization Grant); and (Res. 64-01) RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR A COMMUNITY EMPOWERMENT ORGANIZATION GRANT (U.S. Department of Justice, Office of Justice Programs) From Director of Finance William T. Takaba, dated March 6, 2001, transmitting the above bill and resolution. The funding will support and purchase training services for the establishment of community based organizations and representatives that will identify justice related issues and problems of the community. Finance Committee-7 Page 5 March 20, 2001 Comm. 152: AN ORDINANCE TO AMEND ORDINANCE NO. 00-63, AS (Bi1142) AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2001; and (Bill 43) AN ORDINANCE AMENDING ORDINANCE NO. 00-64, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2000 TO JUNE 30, 2001 (to utilize $56,204.65 from the Park Dedication Fund to fund the supplemental planning and design services for the Waimea Trails and Greenways project) From Director of Finance William T. Takaba, dated March 6, 2001, transmitting the above bills. The supplemental services include the planning and design of a donated 8-acre park site and the surveying and design of an alternate equestrian trail alignment.
