FC-12 Page 2 May 15, 2001 Comm. 198: RESOLUTION AUTHORIZING THE HAWAII COUNTY FIRE (Res. 77-01) DEPARTMENT (HFD) TO ENTER INTO AN AGREEMENT WITH THE HAWAII VOLCANOES NATIONAL PARK (PARK), U.S. DEPARTMENT OF THE INTERIOR, NATIONAL PARK SERVICE (NPS) TO PROVIDE 24-HOUR PARAMEDIC AMBULANCE SERVICE TO THE PARK AND THE SURROUNDING COMMUNITIES IN THE VOLCANO AREA From Fire Chief Edward Bumatay, dated April 20, 2001, transmitting the above resolution. States the only significant amendment made to the ordinance is the retitling of the Deputy Chief Engineer class of work to Deputy Director of Public Works. Comm. 204: CERTIFICATE OF NET TAXABLE REAL PROPERTY WITHIN THE COUNTY FOR THE 2001-02 TAX YEAR From Director of Finance William Takaba, dated Apri126, 2001, transmitting the above certificate, in compliance with Chapter 19, Article 11, Section 19-90(e) of the Hawai` i County Code, as amended. States the total value of net taxable real property is $11,071,326,052, which is $987,942,400 higher than the previous year, representing a 9.80 percent increase. Comm. 205: REAL PROPERTY TAX VALUATIONS BY COUNCIL DISTRICTS From Director of Finance William T. Takaba, dated April 27, 2001, transmitting for information a copy of the 2001-2002 Real Property Tax Valuations by council districts. The report is not meant to replace the certified valuation report submitted earlier. In preparing valuations for this report, adjustments have been made to accommodate the council district boundaries. Comm. 212: A BILL FOR AN ORDINANCE AMENDING CHAPTER 21 OF THE (Bill 57) HAWAII COUNTY CODE, 1983, AS AMENDED, RELATING TO SEWERS From Dennis K. W. Lee, Director of Public Works, dated April 25, 2001, transmitting the above bill. The purpose of this bill is to establish capacity assessment for new development connecting to sewer system, necessary to meet requirement for State funding. Includes provisions relating to calculation and payment of capacity assessment, disposition of funds, and calculation and payment of connection fees. Comm. 213: AN ORDINANCE AMENDING CHAPTER 21 OF THE HAWAII (Bill 58) COUNTY CODE, 1983 (1995 EDITION), RELATING TO SEWERS From Dennis K. W. Lee, Director of Public Works, dated April 26, 2001, transmitting the above bill. The purpose of this bill is to authorize the establishment of a building sewer loan program to provide further assistance to property owners required to connect to the sewer system; State revolving fund loan proceeds will be transferred to County sewer fund and a portion will be used to construct sewers and for County expenses. Also establishes lien and enforcement procedures. Comm. 214: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A (Res. 83-01) LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR LEASE FOR A COPY MACHINE (for the Elderly Activities Division of the Department of Parks & Recreation) From Director of Finance William T. Takaba, dated May 1, 2001, transmitting the above resolution. States the copy machine currently being used is rented on a 12-month period per fiscal year and that by entering into athree-year rental, the cost per month is greatly reduced. FC-12 Page 4 May 15, 2001 Comm. 215: AN ORDINANCE AUTHORIZING THE ISSUANCE OF $8,000,000 (Bill 59) GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR THE PURPOSE OF FINANCING VARIOUS WATER SYSTEM IMPROVEMENTS OF THE DEPARTMENT OF WATER SUPPLY OF THE COUNTY OF HAWAII; FIXING THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE TO THE PUBLIC; AND AUTHORIZING THE ISSUANCE AND SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE AND SALE OF SUCH BONDS From Director of Finance William T. Takaba, dated May 1, 2001, transmitting the above bill for an ordinance. The Department of Water Supply retained the consulting firm, R.W. Beck, of Seattle, WA, to prepare a comprehensive water rate study that resulted in the recommendation of new rates. The Water Board took action and adopted the rate study recommendations on February 27, 2001.
