Your Committee on Finance, to which was referred Resolution No. 64-01, reports as follows:
Resolution No. 64-01, transmitted jointly with Bill No. 41 by Director of Finance
William T. Takaba, via Communication No. 151, dated March 6, 2001, authorizes the County of
Hawaii to enter into an agreement with the United States of America for a community
empowerment organization grant.
The United States of America through the U.S. Department of Justice, Office of Justice
Programs, Bureau of Justice Assistance has authorized funding for the purchase of training
services for the establishment of community based organizations that will identify justice related
issues and problems of the community.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 64-01
and recommends its adoption.
