Your Committee on Finance, to which was referred Resolution No. 61-01, reports as follows:
Resolution No. 61-01, transmitted by Director of Finance William Takaba, via Communication
No. 145, dated February 23, 2001, authorizes the payment of funds of a later fiscal year or of
more than one fiscal year for amulti-year lease of Real Property.
The Department of Parks and Recreation, Elderly Activities Division wishes to extend its lease
of office space located at 85-951 Haleki`i Street, Kealakekua, Hawaii. Funds will be budgeted
in future fiscal years to cover the anticipated cost.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Some members of Your Committee were concerned with sections within the rental agreement
that related to month-to-month terms, common area maintenance and real property tax.
A motion to approve was made and seconded, followed by a vote by the seven members in
attendance. The final vote, as reflected below, prompted the Committee Vice Chair to forward
this measure to full Council with a negative recommendation.
For informational purposes, Ms. Jacobson voted kanalua then no, and Ms. Pisicchio and
Ms. Leithead-Todd voted kanalua twice.
Your Committee on Finance forwards Resolution No. 61-01 to Council with a negative
recommendation.
