Your Committee on Finance,to which was referred Communication No. 177, reports as follows:
Communication No. 177,transmitted by Mayor Harry Kim, via Communication No. 177, dated April 2,
2001, nominates Mr. Daniel C. Kama and Mr. John M. Bertsch to serve on the Hawai`i County Police
Commission.
A resident of Mountain View, Mr. Kama is a retired corrections officer with the Department of Public
Safety, and served in the United States Air Force. He serves diligently as coordinator of his neighborhood
watch program and assists with the County Prosecutor's Office. Mr. Kama will serve the remainder of the
term vacated by Joanna Herkes. A member of the Republican Party, he will serve a.term to end December
31, 2002.
Mr. Bertsch, a seven-year resident of Hawai`i, is the vice president for Construction Technology Pacific, Inc.
He has previously served with the Kona Traffic Safety Committee, and is currently active with the People's
Advocacy for Trails Hawaii,the American Cancer Society, and the Ironman Triathlon. Mr. Bertsch will
replace Clyde Williams whose term expired on December 31,2000. A member of the Republican Party, he
will serve a term to end December 31, 2005.
Pursuant to Section 7-2.2, Hawai`i County Charter,the Police Commission shall consist of nine
members...appointed by the mayor and confirmed by the council in the manner prescribed in Section 13-4.
Members of Your Committee were concerned that the nominees were not present. However,the
administration assured the Committee that the nominees would be advised to be in attendance at the next
Council meeting.
Your Committee on Finance recommends the confirmation of Mr. Daniel C. Kama and Mr.John M. Bertsch
to serve on the Hawaii County Police Commission.
