Your Committee on Finance, to which was referred Communication No. 178, reports as follows:
Communication No. 178, transmitted by Mayor Harry Kim, dated April 2, 2001, nominates
Mr. Rudolph C. Hart, Ms. Natalie Flattes, Ms. Karen T. Maedo, Mr. Louis Kaoiwi, Mr. Neil
Brazier, Mr. Terry Wallace, Mr. Dale A. Fergerstrom, Mr. Alexander R. Biro, and Mr. Stephen
P. Bowles to serve on the newly created Hawaii County Fire Commission.
Communication No. 178 replaced Communications 148 and 148.01.
Council District 1 - A lifelong resident of Hawaii, Mr. Rudolph C. Hart is a former Emergency
Medical Technician and Ambulance Service Supervisor with the Hawaii County Fire
Department. He also previously served on the Water Commission, Liquor Commission and the
Emergency Medical Services Advisory Commission. A member of the Democratic Party, he
will serve a term to end December 31, 2005.
Council District 2 - A lifelong resident of Hawaii, Ms. Natalie Flattes is employed by
Borthwick Hawaii Funeral Home as a Funeral Assistant. She is a member of the Hale O Na Alii
Hawaiian Civic Club and has assisted with the Merrie Monarch Festival Parade Equestrian
Committee for the past three years. A member of the Democratic Party, she will serve a term to
end December 31, 2001.
Council District 3 - A lifelong resident of Hawaii, Mrs. Karen T. Maedo is a recently retired
school teacher and former vice-principal of the Hilo Community School for Adults. She is a
board member for Project Keiki, Inc., a member of the Business-Education Partnership, and a
very active member of the Hilo Hongwanji Mission. Of no political party affiliation, she will
serve a term to end December 31, 2002.
Council District 4 - A lifelong resident of Hawaii, Mr. Louis Kaoiwi is a retired corrections
officer and a member and past commander of the Disabled American Veterans Chapter 6. He is
also a member of the Big Island Veterans Association and currently serves on the Mayor's
Veterans Advisory Committee. A member of the Democratic Party, he will serve a term to end
December 31, 2003.
Council District 5 - A resident of Hawaii for 33 years, Mr. Neil Brazier is a retired Hawaii
Community College professor who is presently employed as a flower farmer. He is a board
member of the ARC of Hilo and a member of the Puna Lions Club. Of no political party
affiliation, he will serve a term to end December 31, 2002.
FC REPORT NO. 62
Council District 6 --Formerly of the San Francisco Bay area, Mr. Terry Wallace served as an
elected Fire Commissioner for the Novato Fire District and was appointed to the Governor's
Task Force for revision and update of the California State Fire Code. After retiring to Hawaii
he was appointed to the Fire Board of Appeals by Mayor Akana and served as Fire Chief of the
Kona Village Volunteer Fire Unit. Of no political party affiliation, he will serve a term to end
December 31, 2003.
Council District 7 - A lifelong resident of Hawaii, Mr. Dale A. Fergerstrom is a retired police
captain having served with the Hawaii County Police Department since 1974. He is presently
employed by the Kamehameha Schools, and is active with the Boy Scouts of America. Of no
political party affiliation, he will serve a term to end December 31, 2005.
Council District 8 - A resident of Hawaii for seven years, Mr. Alexander R. Biro served as a
Fire Fighter/Rescuer in Fairfield, Connecticut for 27 years. He is a member of the Kona
Palisades Board of Directors and serves on the advisory board for the Hawaii Island Food Bank.
A member of the Republican Party, he will serve a term to end December 31, 2004.
Council District 9 - A lifelong resident of Hawaii, Mr. Stephen P. Bowles is employed by
Island Resources, Ltd. as a ground water geologist, and is Chairman-CEO of Waimea Water
Services. Mr. Bowles presently serves on the Waimea Water Roundtable and the Waimea
Community Planning Committee. Of no political party affiliation, he will serve a term to end
December 31, 2004.
As a result of a charter amendment proposal approved by the voters of the County of Hawaii at
the General Election held on November 7, 2000, a Fire Commission was created. The duties of
the Fire Commission will be to appoint a Fire Chief; advise and make recommendations to the
Chief on departmental operations and personnel actions; and review the annual budget and make
recommendations thereon to the Mayor and Council.
Pursuant to Article VI, Chapter 4, Section 6-4.5, Hawaii County Charter, there shall be a fire
commission, which shall consist of nine members...appointed by the mayor and confirmed by
the council in the manner prescribed in Section 13-4.
Your Committee on Finance recommends the confirmation of Mr. Rudolph C. Hart, Ms. Natalie
Flattes, Ms. Karen T. Maedo, Mr. Louis Kaoiwi, Mr. Neil Brazier, Mr. Terry Wallace, Mr. Dale
A. Fergerstrom, Mr. Alexander R. Biro, and Mr. Stephen P. Bowles to serve on the Hawaii
County Fire Commission.
