Your Committee on Finance, to which was referred Bill No. 48, reports as follows:
Bill No. 48, transmitted by Director of Finance William T. Takaba, via Communication No. 181,
dated April 4, 2001, amends Ordinance No. 00-63, as amended, the Operating Budget, ending
June 30, 2001. The amendment is as follows:

3601.01 Interest Earned General $470,250
To:
010-221-5221.01 Fire Protection - S&W General $ 59,000
010-221-5227.46 Basic EMT Training Equipment General $411,250
TOTAL $470,250
The State of Hawaii Department of Health (DOH), through a miscalculation of fringe benefit
costs, overpaid the County Emergency Medical Services (EMS) program the amount of
$470,250. However, the DOH has authorized the Hawaii County Fire Department to redirect
the funds to pay for other EMS program priorities. If not used, these funds would lapse at the
end of the fiscal year.
Therefore, the funds will be used to purchase additional rescue equipment and three new
ambulances. Also, these funds will supplement the overtime pay account to compensate EMS
personnel recalled to meet EMS personnel shortages, and to supplement the salaries
miscellaneous account to fund EMS proficiency pay for their new medical unit at Volcano.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 48 and
recommends it pass first reading.

At its meeting of May 2, 2001, the County Council by friendly amendment, with
no objections, amended Finance Committee Report 66 , as follows:
The following sentence, in the beginning of the second paragraph, was deleted in its
entirety:
"The State of Hawa`i Department of Health (DOH, through a miscalculation of fringe
benefit costs, overpaid the County Emergency Medical Services (EMS) program the
amount of $470,250."
and the following underscored material was added:
"The State of Hawa'i Department of Health (DOH) pays for the emerQency Medical
Services (EMS) program thro~h a contract with the Hawaii Coun Fire Department.
Part of the moneyreceived from the DOH is used to reimburse the County for the fringe
beneftis of EMS personnel. However, to retain the budgeted level of EMS funding, "
