Your Committee on Finance, to which was referred Resolution No. 49-01, reports as follows:
Resolution No. 49-01, transmitted by Council Member Nancy Pisicchio, via Communication
No. 114, dated February 8, 2001, authorizes an independent evaluation of the Animal Control
Program of the County of Hawaii.
At its meeting on January 23, 2001 the Finance Committee voted to defer Resolution No. 20-01
in order to allow revision of the resolution to more broadly evaluate the County's animal control
program. As advised, a new resolution and Request for Proposals was prepared.
The aforementioned Resolution is to authorize an independent evaluation of the Animal Control
Program of the County of Hawaii of which the Hawaii Island Humane Society is an integral
part.
The Council of the County of Hawaii seeks independent and professional assessment,
consultation and recommendations to guide its policy-making relating to:
1) The structure and framework of the County of Hawai`i's animal control program
2) Proper administration and oversight of the County's animal control contract
3) Revision of Chapter 4, Hawaii County Code
4) Overall adequacy of funding for animal control services
5) The suitability of maintaining one contractor to serve the entire County of
Hawai `i
6) The performance of the Hawaii Island Humane Society in the areas of
(a) organizational structure
(b) deployment of resources, including enforcement duties and response to
animal nuisance complaints
(c) scheduling and coverage requirements
(d) field operations
(e) training
(f) court preparation and appearances
(g) office automation
(h) shelter operations
(i) community relations and volunteer programs
(j) analysis of the HIHS mission statement
Also said Resolution authorizes that $12,000 be transferred from the Council/Clerk's
Miscellaneous Contractual Services account (010-101-5101.02-115).
FC REPORT NO. 36
Your Committee, during its discussion of Resolution No. 49-01, amended the text which appears
on page 5 of Exhibit A, subsection viii, titled "Shelter Operations," third bullet, to read as
follows:
Spay/neuter: budget, program promotion and public education, including_spay/neuter
"technician" services to supplement veterinary services.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 49-01, as
amended to Draft 2, and recommends its adoption.
