Your Committee on Finance, to which was referred Resolution No. 35-01, reports as follows:
Resolution No. 35-O1, transmitted by Director of Finance William T. Takaba, via
Communication No. 90, dated January 24, 2001, authorizes the Office of the Mayor to enter into
an agreement with the State Department of Education for a Hawaii DARE/DOE Grant.
The State Department of Education has authorized funding for expenses incurred for manpower
to teach, implement and provide necessary support for the Drug Abuse Resistance Education
Program in all public and participating private schools within the County of Hawaii.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Originally heard on February 6, 2001, this measure was deferred pending revisions.
Resolution No. 35-01, Draft 2 was referred to Your Committee via Communication No. 90.1,
dated February 9, 2001 from Finance Committee Chair Aaron Chung. Proposed changes noted
in Draft 2 are as follows:
1) Amended the resolved clause to read "NOW, THEREFORE, BE IT RESOLVED
BY THE COUNCIL OF THE COUNTY OF HAWAII, that the Office of the
Mayor is authorized to enter into an agreement with the Department of Education,
State of Hawaii, to assist the DARE Program."
2) The word "Charter" has also been added to correct the second resolved clause.
