Your Committee on Finance, to which was referred Resolution No. 47-01, reports as follows:
Resolution No. 47-01, transmitted by Mayor Harry Kim, via Communication No.105, dated
February 1, 2001, approves the cost items agreed upon by the employers and the United Public
Workers (UPW) affecting UPW bargaining units O1 and employees excluded from bargaining
unit O1 for the contract period July 1, 1999 through June 30, 2003.
The cost items are a continuation of step movements, a 2.00% across-the-board increase on
July 2, 2001, and a 3.00% across-the-board increase on January 1, 2002. The estimated cost to
the County of Hawaii for aforementioned negotiated cost items will be $2,383,757. Additional
adjustment such as employer's contribution to the Employee Retirement System, vacation,
holiday, and sick leave reparations will increase the total cost to $2,906,729. The operating
budget for Fiscal Year 2002 and Fiscal Year 2003 will include a provision for these adjustments.
Pursuant to Section 89-10(B) of the Hawaii Revised Statutes relating to collective bargaining,
requires that the employer "...submit within ten days of the date on which the agreement is
ratified by the employees concerned all cost items contained therein to the appropriate legislative
bodies".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 47-01
and recommends its adoption.
