Your Committee on Finance, to which was referred Resolution No. 57-01, reports as follows:
Resolution No. 57-01, transmitted jointly with Bill No. 34 by Director of Finance
William T. Takaba, via Communication No. 129, dated February 22, 2001, authorizes the
County of Hawaii to enter into an agreement with the State of Hawaii for enforcing underage
drinking laws.
The Department of Human Services, Office of Youth Services, State of Hawaii has authorized
funding for enforcing underage drinking laws and the hiring of a coordinator for programs,
which shall be under the supervision of the Department of Liquor control. Through funds
derived from grants provided by the federal government.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 57-01
and recommends its adoption.
