Your Committee on Finance, to which was referred Resolution No. 65-01, reports as follows:
Resolution No. 65-01, transmitted by Director of Finance William Takaba, via Communication
No. 161, dated March 19, 2001, creates a Personnel Program Specialist, EM-03 position for the
Department of Civil Service.
The Department of Civil Service is desirous of creating a Personnel Program Specialist position
to serve as the County's Equal Employment Opportunity and Affirmative Action Program
(EEO/AA) administrator and the County's lead personnel on Americans with Disabilities Act
(ADA) matters to ensure compliance with applicable Federal, State, and County laws and rules
such as Title VII, Hawaii Fair Employment Practices Act, ADA, etc.
The aforementioned position will also serve as the principal advisor and technical resource for
the County's departments and agencies on all matter pertaining to EEO/AA and ADA, including
the proper handling of all complaints and charges.
Funds are available in the Department of Civil Service Regular Salaries and Wages account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...fortyhich appropriations have been made by the council...."
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 65-01
and recommends its adoption.
