Your Committee on Planning, to which was referred Communication No. 153, transmitted by
Mayor Harry Kim dated March 6, 2001, reports as follows:
Communication No. 153 recommends the appointment of the following individual to the Hawaii
County Planning Commission to serve a term ending December 31, 2005:
Ms. Hannah Springer, of no political affiliation, will replace Richard Baker, whose term
expired on December 31.2000.
Ms. Springer, a 44-year resident of Hawaii, is presently self-employed as a cultural
geography consultant. She also serves as co-chair of the West Hawaii Fisheries Council.
She currently is a board member of the West Hawaii Family Support Services, a board
member of the Hawaii Nature Conservatory, and a board member of the Tropical
Reforestation Ecosystem Education. She served as an OHA trustee from 1996- 2000.
Pursuant to Section 5-4.3 of the Hawaii County Charter, the mayor shall appoint members of the
Planning Commission to be confirmed by the Council, as prescribed in Section 13-4 of the
Hawaii County Charter.
Committee Member Dominic Yagong stated that the Hamakua District is not losing a
representative (Richard Baker), because he already has a commissioner who lives in
Laupahoehoe (James Souza).
Previously, the Planning Commission consisted of members from the six geographical districts,
with three at-large members. In l 998, a Charter amendment required that the Planning
Commission consist of nine members, one from each council district. Up to the year 2000, the
Planning Commission was not in compliance with the County Charter, but with the expiration of
Mr. Baker's term and the appointment of Ms. Springer to his seat, the Planning Commission will
be in total compliance with the County Charter's 1998 amendment.

Other members praised Ms. Springer's work with OHA, as well as her community service.
Committee Member Julie Jacobson stated that Ms. Springer has a human services, environmental
and cultural perspective which the Planning Commission really needs.
Committee Member Curtis Tyler stated that she is a person of great sensitivity to the land, and is
"a person who is very fair".
Your Committee on Planning recommends the approval of the appointment of
Ms. Hannah Springer to the Hawaii County Planning Commission.
