Your Committee on Finance, to which was referred Bill No. 47, reports as follows:
Bill No. 47, transmitted by Director of Finance William T. Takaba, via Communication No. 160,
dated March 19, 2001, amends Ordinance No. 00-63, as amended, the Operating Budget, ending
June 30, 2001. The amendment is as follows:

The State Department of Health has established a local emergency response planning account
within the Environmental Response Revolving Fund (ERRF). Under a Memorandum of
Agreement, the State Department of Health will provide Local Emergency Planning Committee
(LEPC) funding from ERRF on an annual basis and the State Grant supplements the LEPC's
Federal Grant that was appropriated in October 2000.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 47 and
recommends it pass first reading.
