The Puuanahulu Community Association (PCA} is supportive of another time extension request. BICC is operating under serious financial duress and is presently trying to remedy this problem by selling the development. PCA realizes that satisfactory compliance with these conditions is dependent on financial viability of the owner of BICC and considers a time extension necessary so that the sale can be completed. This process began January 1990. In July 2000, PCA received title to the parcel of land where our park will be located. The community continues to work diligently with BICC. We think that both the present owner of BICC and the prospective buyer are demonstrating good faith to comply with the permit and zoning conditions. BICC reconfirmed fulfilling their commitment to create employment training opportunities and provide water to the community living on the makai side of Mamalahoa highway. PCA respectfully requests as a condition of granting this extension that BICC pay the real property taxes for the next three (3) years, and if additional time extension is needed to complete the project that payrnent of real property taxes will be paid by the developer until compliance with the conditions is complete. It is our understanding that conditions on these permits are binding on whoever resumes this project. PCA considers it has been more than reasonable in supporting the developer during its financial difficulties. However, we are impatient and want to see our community park, recreational center and fire station facilities promised to the community as mitigation for the development.
