Your Committee on Finance, to which was referred Communication No. 180, transmitted by
Mayor Harry Kim, dated April 3, 2001, nominates Mr. Leroy J. Victorine and Ms. Keolalani
Hanoa to the County of Hawaii Board of Ethics.
A lifetime resident of Hawaii, Mr. Leroy J. Victorine is a former Assistant Chief of the Hawaii
County Police Department, and is currently employed as the Hilo Airport Security Manager.
Among other community service organizations, Mr. Victorine is active with the Kinney Heights
Kumiai, the Boy's and Girl's Club, Hilo Boarding School, and the Piopio Bears and the
Wreckers Athletic Clubs. Of no political party affiliation, Mr. Victorine will serve a term to end
December 31, 2004.
A lifetime resident of Hawaii, Ms. Keolalani Hanoa serves a program director and cultural
educator/curriculum developer for the Edith Kanaka`ole Foundation, Ku Kulu Kumuhana `O
Ka`u. She is a member of the State Burial Council, Ka`u Learning Center, Native Hawaiian
Education Council, and the Hawaiian Advisory Board for the Hawaii Volcanoes National Park.
Of no political party affiliation, Ms. Hanoa will serve a term to end December 31, 2005.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a board of ethics
appointed by the mayor with the approval of the council.
Your Committee on Finance recommends the confirmation of Mr. Leroy J. Victorine and
Ms. Keolalani Hanoa to the Hawaii County Board of Ethics.
