Subject: County of Hawaii (East Hawaii) Sewer System Maintenance
Inspection EM®IWB 010310
The County of Hawaii Department of Environmental Management has received
your letter of April 17, 2001 (EMD/WB 010310) regarding the County of Hawaii
(East Hawaii) Sewer System Maintenance Inspection and provides the following
corrective action plan to address the deficiencies cited in the report.
Present Deficiencies:
1. Sections 21-5(b)(1) and 29-5(b)(3) of Chapter 21, Hawaii County Code
conflict with Section 11-62-06(b) of fhe Hawaii Administrative Rules.
The Wastewater Division is in the process of revising the sewer code to
include required pretreatment regulations. One of the planned revisions
would eliminate the referenced sections. Estimated submission date to
Council is 9/30/01.
2. There is a need to ensure that seeder user charges are adequate to support
the immediafe and long-term sewer rehabilitafion. Confinued annual requests
fo increase the user charge is recommended.
It is expected that new sewer rates would be included with code revisions
described above.
3. Some infiltration on Kalanianaole Avenue has been corrected. Additional
infiltration needs to be corrected upon receipt of grouting equipment and
additional training for staff.
The County of Hawaii, has received the Chemical Grouting equipment and
training from the manufacturer. To date, 23 joints have been repaired with ~ ~ ,

chemical Grout on Kalanianaole Avenue to reduce infiltration. The project is
ongoing.
