Dear Chairman Arakaki and Council Members:
It is my pleasure to nominate Mr. Karl K. Kawahara to the County of Hawaii
Board of Ethics. Mr. Kawahara represents Council District 3, and is a lifelong
resident of Hawaii. He is a retired school teacher and was also a legislative
assistant for the County of Hawaii.
Mr. Kawahara is currently a director for the Big Island Credit Union and the
HSTA-R. He is also a member of the Church of the Holy Cross, and a past
member of the Lehua Jaycees. Mr. Kawahara states that he is a member of the
Democratic Party. He will replace Patrick Masutomi, who resigned due to an
injury. Mr. Kawahara will serve the remainder of the term that expires on
December 31.2002.
Should the Council have any questions regarding this nomination, please feel

Dear Chairman Arakaki and Council Members:
Mayor Kim's nominee for the County of Hawaii Board of Ethics, Mr. Karl
Kawahara, will be off island from June 12 through June 26, 2001. He will not be
able to appear before committee for the confirmation hearing on June 19, 2001.
Mr. Kawahara has been informed that the next scheduled committee hearings
are scheduled for July 5, 2001.
I would like to request that Mr. Kawahara be scheduled for his confirmation
hearing as you deem appropriate.

RE: Communication No. 2 4 4 to nominate Mr. Karl Kawahara to County of
Hawaii Board of Ethics.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
