Re: Resolution Creating Position
Enclosed is a resolution creating a Clerk I I position for the Office of the
Prosecuting Attorney, Comprehensive Strategy program. This program calls for
the inter-agency and community collaboration in addressing issues of prevention,
intervention, supervision, treatment, and aftercare of juvenile offenders. The
availability of monies through the Federal Juvenile Accountability Incentive Block
Grant allows for the establishment of this position which will provide the primary
clerical support for this program.

The Clerk II position for the Comprehensive Strategy program has funding
through a federal grant which was awarded to this office to facilitate the
establis~nent of the Hawaii County Comprehensive Strategy program. The
program calls for inter=agency and carrrnulity col].aboration~in addressing

of juvenile offenders. Tha.s Clerk II position will provide the primary

Federal grant funds have been awarded to establish our Comprehensive Strategy
program which provides for a Clerk II position as clerical support for
the unit's responsibilities.

No. Existing staff will not be able to handle the additional workload
to be generated by the unit's mission.
3. How will new position increase the efficiency/effectiveness of operations? (Use

This clerical position will increase efficiency of the unit's Deputy
and Comprehensive Strategy Coordinator by performing clerical tasks
thus freeing the Deputy and the Coordinator to focus on program develo~rnent,
inter-agency and community facilitation, and implementation of a ccxnprehensive,
multi-agency plan identifying resources and strategies.

There are no satisfactory technological alternatives for the~type of
clerical work required.
5. Why were manpower needs not planned through budgetary process?
County funds were not an optin due to budgetary constraints.
This source of funding is an available resource for this very purpose of
promoting greater accountability in the juvenile justice system.

The Clerk II position would enable accurate and timely coordination of
County resources working towards the prevention, intervention, supervision,
treatment and aftercare of juvenile offenders.

Training
~n~ experience: Experience and/or training of sufficient scope and quality to
competently perform the journey level duties of this class and to demonstrate this
competency by passing a written test to be administered by the Department of Civil
Service. A current typing proficiency certificate with a minimum typing speed of 40 net
words per minute must be presented at time of filing.
Knowledge of: Office practices and procedures; filing methods and systems; grammar,
spelling, and word usage; the purposes and uses of standazd office machines.
