Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 38, reports as follows: Bill No. 38, transmitted by Mayor Harry Kim, via Communication No. 140, dated March 1, 2001, submits the Operating Budget for the County of Hawaii for the fiscal year July 1, 2001 to June 30, 2002. The proposed budget totals $193,521,81 1, an increase of $17,752,319 or 10.1 percent above the current fiscal year's budget. The majority of cost increases are due to negotiated and arbitrated wage increases; a $7.3 million increase in the ERS contribution; a $1.3 million increase in health fund costs; and rising fuel and electricity costs. Revenue projections include (1) a real property tax increase of $9,846,000, due to a projected 7.2% growth in real property values, and the anticipated settlement of delinquent taxes; (2) the receipt of real property taxes through the public service company tax. Although the County revenue is anticipated to be more than $4 million, legislative approval is required; and (3) increases in police and public housing grants and TAT collections account for an increase in intergovernmental revenue. Your Committee originally reviewed the Operating Budget on March 28-30, 2001 at the departmental program and reviews. The County Council also held public hearings in Hilo on March 19, 2001 and Kona on March 2l, 2001. Your Committee voted in favor of approving Bill No. 38 with recommended amendments for inclusion in the Mayor's amended budget. Due to time constraints, the recommendations will be sent directly to the Mayor via a separate communication from the County Council. However, should the Mayor choose to not include the Committee's recommendations within his amended budget, the Council, pursuant to Article X, Section 10-5, Hawaii County Charter, may adopt the operating budget as amended with or without further amendment. Recommended amendments are included upon Comm. No. 140.28, from Council Chair James Y. Arakaki, dated April 16, 2001; Comm. No. 140.29, from County Clerk AI Konishi, dated April 17, 2001; Comm. No. 140.30, from Council Member Nancy Pisicchio, dated April 19, 2001; and Comm. No. 140.31, from Council Member J. Curtis Tyler 111, dated April 27, 2001. Your Committee on Finance is in accord with the purpose and intent of Bill No. 38 and transmits it to Council with recommendations.
