Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 39, reports as follows: Bill No. 39, transmitted by Mayor Harry Kim, via Communication No. 141, dated March 1, 2001, submits the 2001-02 Capital Budget and Six Year Capital Improvements Program. The 2001-02 Capital Budget and Program consists of 36 projects with a total cost of $43,448,000. The County's share of the costs is $35,698,000. $7,750,000 will be funded from the State Revolving Fund. As with prior years, the majority of projects included in Bill No. 39 reflect the County's continuing effort to provide for public health and safety. Several projects also address necessary improvements to existing County facilities. Included in this proposed budget are previously appropriated projects whose funds will lapse on June 30, 2001 and will need to be reappropriated; these projects total $9,960,000. The Capital Budget and Program also includes funding to continue the County's effort to comply with federal mandates of the Americans with Disabilities Act and the Environmental Protection Agency, and to make improvements to County highways. Your Committee originally reviewed the Capital Budget and Program on March 28-30, 2001 at the departmental and program reviews. The County Council also held public hearings in Hilo on March 19, 2001 and Kona on March 21, 2001. Your Committee voted in favor of approving Bill No. 39 with recommended amendments for inclusion in the Mayor's amended budget. Due to time constraints, the recommendations will be sent directly to the Mayor via a separate communication from the County Council. However, should the Mayor choose to not include the Committee's recommendations within his amended budget, the Council, pursuant to Article X, Section 10-6, Hawaii County Charter, may adopt the capital budget as amended with or without further amendment. Recommended amendments to the Capital Budget are included upon Communication No. 141 .l, from Council Member J. Curtis Tyler, lll, dated April 27, 2001. Your Committee on Finance is in accord with the purpose and intent of Bill No. 39 and transmits it to Council with recommendations.
