Your Committee on Finance, to which was referred Resolution No. 77-01, reports as follows:
Resolution No. 77-01, transmitted by Fire Chief Edward Bumatay, via Communication No.198,
dated April 20, 2001, authorizes the Hawaii County Fire Department to enter into an agreement
with the Hawaii Volcanoes National Park, U.S. Department of the Interior, National Park
Service, to provide 24-hour ambulance service within the Park and surrounding Volcano
communities.
Prior to December 1999, the United States Army provided a 24-hour ambulance service
originating at the Kilauea Military Camp. The Army withdrew its service, which resulted in the
need to use ambulance services from as far away as Hilo.
Pursuant to Section 5-1.3(g), Hawaii County Charter, "the Mayor shall have the power to sign
instruments requiring execution by the county, except as otherwise provided by this charter or by
ordinance."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 77-01
and recommends its adoption.
