Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 55, reports as follows: Bill No. 55, transmitted by Director of Finance William T. Takaba, via Communication No. 200, adopts a pay plan for persons employed by the County other than those whose pay is otherwise provided for, designating payroll periods, pay days, prescribing requirements with respect to official fidelity bonds, and repealing Ordinance No. 00-65 and all amendments thereto, said Ordinance to be known as the Salary Ordinance of 2001. The only significant change from Ordinance No. 00-65 is the retitling of the Deputy Chief Engineer class of work to Deputy Director of Public Works. This reflects changes made to the Hawaii County Charter which was ratified by a majority of Big Island voters on November 7, 2000. Pursuant to Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all persons employed by the County whose pay is not otherwise provided for. Some members of Your Committee questioned why the proposed salary ordinance included salaries for appointed directors and deputy directors of departments and executive agencies, which, according to a Charter amendment, should be established by the Salary Commission. Further, members of Your Committee questioned the student intern salaries as the State Legislature recently amended the minimum wage. Lastly, some members were concerned that the pay schedule for the Hawaii County Band may be insufficient. Although no amendments were made at this time, Your Committee requested that the Administration address the aforementioned concerns prior to the next Council meeting.
