Home My WebLink AboutREP HSEDC 006 04/17/2001 2000-2002 I2EPOIaT OF THE COMMITTEE ON HUMAN SEIaVICES AND ECONOMIC DEVELOPMENT DATE: April 17, 2001 RE: Communication No. 122.56 and PLACE: Councilroom Communication No. 122.57 Time: 1:43 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Economic Development, to which was referred Communication No. 122.56 and Communication 122.57, reports as follows: Communication No. 122.56, dated April 10, 2001, from Council Member Nancy Pisicchio, Chair of the Committee on Human Services and Economic Development, transmitted recommendations of the Human Services Nonprofit Grant Review Committee for funding of nonprofit organizations for fiscal year 2001- 02. Attached to the communication, as requested by Council Member Leningrad Elarionoff, were a spreadsheet detailing expenditures requested by each eligible nonprofit organization and a pie chart reflecting percentages of all requested nonprofit expenditures for (1) personnel services; (2) occupancy; (3) equipment; and (4) all other operating costs. In response to the annual solicitation issued by the Department of Finance, forty-five (45) grant proposals were received by the application deadline of January 31, 2001. One application, received after the publicly noticed submittal date, was ruled ineligible. Another applicant, Hawai` i Community Health Services, withdrew its grant proposal. Requested funds by the eligible 44 grant proposals totaled $1,326,353, for which the County of Hawaii has $900,000 available to appropriate. Pursuant to determination of eligibility by the Department of Finance, the Human Services Nonprofit Grants Review Committee prepared summaries of each application and conducted site visits to new applicants or prior year grant recipients proposing new programs. Special meetings of the Committee on Human Services and Economic Development on March 19, 2001 in Hilo and March 22, 2001 in Kona featured presentations by each applicant agency followed by questions and answers by council members. Communication No. 122.57, dated April 17, 2001, from Council Member Nancy Pisicchio to council members, provided an additional, detailed analysis of the FY2001-02 funding recommendations contained in Communication No. 122.56. It assembled grant proposals into ten broad categories of services, as follows: (1) substance abuse treatment; (2) HIV/AIDS prevention and care; (3) transportation; (4) homelessness and hunger programs; (5) youth and family support programs; (6) victims of violence; (7) elderly care and services for disabled citizens; (8) court-ordered counseling and mediation services; (9) special health initiatives; and (10) literacy. Additionally, each proposed program's requested funding, prior year funding, and recommended FY2001-02 funding was shown and net changes in funding were noted. In its formulation of funding recommendations, the Human Services Nonprofit Grants Review Committee endeavored to assess the viability and contributions of each program, to provide a continuum of funding to programs of demonstrated merit, consider the special needs of all nine council districts, and give fair consideration to newly proposed programs.
