Your Committee on Parks & Environmental Management, to which was referred Communication
No. 210. and attached Resolution No. 81-01 reports as follows:
The purpose of Resolution No. 81-0 l is to request the Director of Parks and Recreation to install
gates at both ends of Lihiwai Street: one at the beginning of Lihiwai Street by the Coconut Island
Driveway, and the other at the corner of Lihiwai Street and the Isles parking lot. When the gates are
installed, athree-month trial period shall go into effect to open Lihiwai Street in Lili`uokalani
Garden to vehicular access on specified days as follows: 6:30 a.m. to 10:00 p.m., Monday through
Friday. The gates shall be closed to vehicular traffic from 10:00 p.m. Friday and will remain closed
Saturday and Sunday, and will reopen at 6:30 a.m. Monday morning. Gates shall also be closed on
all County holidays that fall within the three month trial period. The County Council will evaluate
the three month trial period and make a recommendation to the Administration regarding Lihiwai
Street.
Communication No. 210 is from Council Member Dominic Yagong, dated May 2, 2001,
transmitting Resolution No. 81-01, for the Council's review and consideration.
Your Committee heard and discussed concerns regarding equal access of the general public to
utilize the park facility, and is awaiting an opinion from Corporation Counsel to determine that the
County is not violating the ADA Settlement Agreement Release and Order requirements.
Your Committee is in accord with the purpose and intent of Resolution No. 81-01, and recommends
its adoption.
