As required by Resolution No. 46-01, reports indicating the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition are attached. Caller further related that it appered to be a shooting gallery. When asked for further information on description, caller related he/she was 1/4 to 1/2 mile away. Caller further related that he/she runs a nursing home and patients were disturbed. No ropes were extended below the helicopters and helicopters were in the area for 5 minutes. Time in Area: 20 minutes No. of Plants Recovered: 0 Immediate Action Taken: Field Officer in Charge was informed of complaint. Comments: Field Officer in Charge reported that HCPD helicopter was in the area for approximately 20 minutes, flying over anon-residential area at 1000' altitude. While speaking to complainant, I was informed that the helicopters had returned. I asked for a description and was informed that the helicopters were too far away. H~n AR 34 Date/Time: 06-09-0 /2032 2001-14 Complaint No. 2 Page 2 On 06-06-01 at 0815 hours, caller again contacted the Vice Section and stated he/she contacted the Mayor's Office and since he is in "Japan," was referred to the Police Department. Caller related that he/she spoke to Lt. TAVARES yesterday, numerous times. Caller went on to state that he/she received a call from Washington this morning and they received 21 complaints from FAA. Caller also stated that he/she will be contacting the Governor's Office and will be hiring an attorney. On 06-06-01 at 0915 hours, I recontacted the complainant. He/she stated that a complaint was filed with the FAA and provided me with the telephone number (808)837-8367. Caller also related that one of the patient's at their nursing home almost had a cardiac arrest. I then inquired if Fire/Rescue was called to verify their statement and he/she informed me that medical assistance was not needed. While speaking with the complainant, he/she reported that a helicopter had returned. I again asked the complainant to get a description and was informed that the helicopter was too far away. I then informed the complainant that our marijuana eradication mission was currently underway in the Volcano and Pahala area. On 06-06-01 at 0930 hours, I contacted the FAA and spoke to Charles CANTU, Supervisor. CANTU was unaware of any low flying helicopter complaints from the Papaaloa area on 06-05-01. On 06-08-01 at 1048 hours, I was contacted by Jerry PARROTT, FAA. PARROTT informed me that on 06-05-01 he received a complaint of low flying helicopters in the Papaaloa area on 06-05-01. He identified the caller as the same caller who I spoke with on 06-05-01. I provided him with all the information surrounding this complaint. PARROTT then informed me that he was contacting me at the request of the complainant. He further related that he considered this complaint, closed. HAWAII POLICE ®EPARTMENT COUNTER CANNABIS FIEL® OPERATION REPORT TO COUNTY COUNCIL OF COMPLAINT RECEIVE® CCFO No.: 2001-16 Complaint No.: 1 Date/Time Reported: 06-07-01/1005 hours DateiTime Occurred: 06-07-01/1005 hours Location: Nanawale Estates, Puna, Hawaii Complaint: Caller stated that a black and white helicopter (having no markings with one flashing clear light) is flying about 6 blocks away from her residence and flying "way below a thousand feet." Chopper has been in the area for 30 minutes and is still in the area. Caller thinks it could be where the 5 acre lots meet the 1 acre lots. Officers were in the Nanawale Forest Reserve. Helicopter inserted personnel and returned when all plants were eradicated. Total combined time helicopter was in the area: 30-45 minutes. Comments: Upon recontact, caller was informed that we were utilizing a silver helicopter. Caller stated that it was hard to tell (referring to color). I informed caller that 2035 marijuana plants were eradicated. Caller stated that he/she saw "big bunches" of marijuana lifted into the air and knew that it was more than what is utilized for religious or medical use. Inquired if mj could be used for medical. Upon recontact, caller was informed of this and questioned instruments utilized to determine altitude and my ability to read the instrument. Caller further related that this was reported to him/her and was unable to provide me with a description of the helicopter. Caller was informed that all helicopters involved in the marijuana eradication had landed at 3:30 p.m. and all Vice personnel had returned to the station.
