MEMORANDUM
TO: James Y. Arakaki, Chair and Council Members

SUBJECT: Council Approval of HSAC Officers for FY 1-2002 and HSAC Executive Committee
Nominations to the NACo and WIR Board of Directors
At its May 7, 2001 meeting in Honolulu, the Executive Committee of the Hawaii State Association of
Counties (HSAC) voted to recommend maintaining its current slate of officers and referred its
recommended slate to member counties for approval. The slate recommended by the Executive Committee
is as follows:
Jon Yoshimura President
J. Curtis Tyler, III Vice President
Ronald Kouchi Treasurer
Dain P. Kane Secretary
The Executive Committee further voted to recommend maintaining current Hawaii representatives to the
National Association of Counties (NACo) Board of Directors and the Western Interstate Region (WIR)
Board of Directors and to refer these nominations to member counties for approval. The recommended
NACo Board of Directors nominees are as follows:
Ronald Kouchi
G. Riki Hokama
J. Curtis Tyler, III (Minority-At-Large)
Finally, the Executive Committee's recommended WIR Board of Directors nominee is Jon Yoshimura.
Pursuant to the recommendations forwarded by the HSAC Executive Committee, I request that the Hawaii
County Council vote favorably at its next scheduled meeting to approve the three recommendations shown
above relating to (1) HSAC officers for Fiscal Year 2001-2002; (2) nominees for the NACo Board of
Directors and (3) nominee for the WIR Board of Directors, and further instruct the County Clerk to notify
the HSAC Executive Committee of its vote to approve said nominations.
For your reference, I have attached a letter dated May 10, 2001 from Jon Yoshimura, HSAC President,
referring the aforementioned items to the county councils for their review and approval.

RE: Communication No. 2 6 4 :Request from the Hawai` i State Association of
Counties (HSAC) Executive Committee for Council Review and Action on
Nominations for HSAC Officers for the Fiscal Year 2001-2002 Term and NACo and
WIR Board of Directors
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works and Intergovernmental Relations to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Public Works and Intergovernmental Relations for
placement on its future agenda.
