Subject: Bi11 17, District Classification Change 12equest
Applicant: Matsuno Enterprises
Waiakea, ;l-Iilo, TMK: (3) 2-2-040:014 & 069
Thank you for allowing us the opportunity to submit testimony regarding the above subject
district classification change request.
As you are aware, the subject parcels are directly adjacent to the Department of Hawaiian Home
Lands (DHHL) Waiakea Residential Subdivision that consists of approximately 240 single-
family homes. We have submitted written and oral testimony to your committee and the
Planning Commission regarding our concerns regarding this project along with some mitigation
recommendations.
We are pleased ~~-ith condition D of the bill, which requires a traffic impact study is completed
and any recommended traffic mitigation measures be implemented, before the second zoning
increment be effective.
We also feel that it is important that the applicant secure the input of the immediate adjoining
residential homeowners through a community meeting prior to final plan approval as enumerated
in condition E.
Our main concern has always been the additional traffic that this development would generate at
the Pilipaa/Puainako Street intersection and through our residential subdivision. We are
therefore strongly in favor of condition G that calls for a traffic control device at this intersection
prior to the issuance of occupancy permit for any commercial development within the first
increment. We further suggest that requiring that the traffic control device at this intersection

discourage motorist from turning into our subdivision to get back onto Kanoelehua Highway
would strengthen this condition.
