Arakaki, Chair Hawaii County Council FROM: Nancy Pisicchio, Chair Committee on Human Services and Economic Development SUBJECT: Request to Schedule August 1, 2001 HSEDC Committee Meeting for Presentation by Harrison Bright Rue I am writing to request that your Committee on Human Services and Economic Development hold a meeting on August 1, 2001 in order to hear a presentation by Mr. Harrison Bright Rue, director of the Citizen Planner Institute. Mr. Rue recently offered a superb PowerPoint presentation titled "Simple Steps to Smart Growth" at the 2001 HSAC Year-End Conference on June 26`h on Kauai. His considerable background (see attached bio) in economic revitalization and community-based planning offers much perspective for our island. He presently serves on the Smart Growth Steering Committee of the Hawaii State Office of Planning. Mr. Rue will offer a presentation to Mayor Kim and department heads on the morning of August 1S`. Afterwards, he will be available to present to council members before his scheduled return to Oahu. Accordingly, I request that a HSEDC meeting be scheduled at 10:00 a.m., with the consent of Finance Committee Chair Aaron Chung. CPI has conducted training workshops and community-based charities for neighborhoods, municipalities, and agencies throughout the US. CPI helps elected officials, agency staff, business people, and neighborhood leaders to apply principles of New Urbanism, Smart Growth, and community-based planning that links transportation, land use, and environment. Rue recently led the public involvement for Oahu Trans 2K, helping the Department of Transportation Services to create an Islandwide Mobility Concept Plan for Honolulu, and for the Oahu MPO's ~ Transportation for Oahu Plan. Current projects include Honolulu's Primary Urban Center Development Plan, the Islandwide Traffic Calming Program, community-based planning for Maui, Hawaii, and rural Oahu, and workshops for California's Local Government Commission. He serves on the Hawaii State Office of Planning's Smart Growth Steering Committee.
