(Attached for information) The Treasurer's report for April 2001 and May 2001 were approved. (Attached for information) The Executive Committee Report dated May 11, 2001, from the HSAC Secretary to the HSAC President regarding the approval of the FY 2001-2002 HSAC budget was; received. Under County Reports, Hawaii County thanked staff members for their hard: woriC related to the WIR 2001 Conference at Waikoloa. A Report on the Western ~nterstc~,~c Region 2001 Conference dated June 25, 2001 from County Conference Liaison: Constance Kiriu was received. (Attached for information) There were no NACo reports or New Business. Under Unfinished Business, Kauai, Maui and Oahu reported approval of the proposed slate of HSAC Officers for FY 2001-2002, and the nominees to NACo and WIR Board of Directors. Under Announcements President Yoshimura announced that the City and County of Honolulu might be hosting the next Mid-Year Conference on Oahu. The next HSAC meeting is planned for September 10, 2001 at Honolulu Hale. HSAC Nominations to the NACo Board of Directors Your Committee acknowledged approval of HSAC's nominations to NACo's board of directors by the member counties. As agreed upon at the February 9, 2001 meeting, the HSAC President shall issue a letter to NACo once the nominations are agreed upon. Your Committee agreed to defer action on the proposed HSAC i3ylaws amendment (Honolulu Council Resolution 01-21) pending further discussion. ~i. 2001 HSAC Legislative Package Your Committee received a status report regarding HSAC Legislative Package bills. Treasurer lCouchi provided an explanation of what occurred at the Legislature regarding proposed legislation relating to State and county tort liability. C. ®ther Legislation relating to Counties. fihere was no discussion regarding other legislation relating to the counties. Q. WIR Conference Update Vice President Tyler provided an update regarding the upcoming WIR Conference to be held in Waikoloa on Hawaii Island. He informed your Committee that approximately 525 people are expected to attend the conference. He also thanked Hawaii County staff for their hard work. Vice President l"yler requested assistance in encouraging participation in the gol# tournament. VI. NEW BUSINESS A. HSAC FY 2001-2002 Annua! Budget Upon verification of approval of the member counties, your Committee voted to approve the proposed HSAC FY 200'1-2002 budget. B. Proposed Slate of HSAC Officers for 1=iscaf Year 2001-2002 Your Cor?~mittee voted to recommend maintaining the current slate of officers and to refer the matter to the member counties for approval. Your Committee noted that changes may be made to the slate in the upcoming year. The slate recommended by the Executive Committee is as follows: Jon Yoshimura President J. Curtis Tyler Ill Vice President Ronald Kouchi Treasurer Dain P. Kane Secretary C. Nominations to NACo and WIR Boards of Directors Your Committee voted to recommend maintaining the current representatives as the nominees to the NACo and WIR Boards of Directors and to refer the matter to the member counties for approval. The recommended NACo Board of Director nominees are as follows: Ronald Kouchi G. Riki Hokama J. Curtis Tyler III (Minority-At-Large? The recommended WIR Board of Director nominee is Jon Yoshimura. D. Seed Money for Year-End Conference in Kauai Your Committee agreed to provide $1,000 in seed money to Kauai County in preparation for the Year-End Conference to be held on June 2~ - 27, 2001 at the Kauai Marriott Resort and Beach Ciub. COMMUNICATIONS The following communication was received and placed on file: Letter from Dain I~. Kane, HSAC Secretary, to Hawaii State Association of Counties Executive Committee dated March 14, 2001, rebating to the informal HSAC Executive Committee meeting held on March 7, 2001. Vice President Tyler apologized for the County of D#awaii n®t being abbe to attend the rneetirtg due to ®ut-of--state travel by himself and alternate nary Safarik and for not informing the member counties in time for them to cancel travel arrangements. He suggested a change to the Sylaws to addow less than 100 percent attendance to take action. Treasurer Kouchi noted a number of reasons why it is important to have representatives from adl member Counties present. He indicated that each County must know first hand what occurs at HSAC and must have a voice at each meeting. 1-te noted that in the past, the relationship between the counties was not as cordial as it is presently. VIII. ANNOUNCEMENTS President Yoshimura announced that the next meeting will be held on Tuesday, June 26, 2001 at 9:00 a.m. on Kauai. He also announced that the meeting to be held in September will be held on Monday, September 10, 2001 at 9:00 a.m. in Honolulu. tV. Kirin! ~YUIU-~~ County Conference Liaison RE: Report on Western Interstate Region 2001 Conference May 23-26, 2001 CONFERENCE ACTIVITIES 1. The NACo/WIR Board of Directors Event held on Wednesday, May 23, 2001, at the Hulihe`e Palace was well-received. About 180 invitees were treated to a `Taste of the Big Island', entertainment and the Kona sunset. The Daughters of Hawaii performed guided tours of the Hulihe`e Palace during the course of the evening. Some conferees took advantage of shopping in Kailua Village. Koa business card holders were given as gifts. 2. On Thursday, May 24, 2001, approximately 600 delegates and other registered guests received shell leis as they entered the conference-wide event luau. A single anthurium was placed at each setting. One lucky person at each table took home an etched vase with tropical flowers. A polynesian show by Tihati coupled with a hula performance by the ladies of the County of Hawaii was acrowd-pleaser. 3. The host county also arranged for two spouse tours: • On May 24`h, the Kona Historical Tour took in the Ueshima Coffee Corporation Mill, Painted Church and the National Historical Park-Pu`uhonua `o Honaunau. • On May 25`h, the Kona Coast Cruise aboard the Keana took people on a two-hour narrated cruise with lunch along the beautiful Kona coastline. 4. We arranged for a NACo Agricultural Committee tour on May 26`h to the Natural Energy Laboratory of Hawaii Authority, the Ueshima Coffee Corporation's farm in Holualoa and the Original Hawaiian Chocolate Factory in Holualoa. 5. We arranged for an Environmental Tour on May 26`h to the Kaloko-Honokahau National Park and other sites of cultural and environmental interest in the Kaloko and Kealakehe ahupua` a. 6. Hawaii County coordinated exhibit booths in the Hilton's Kohala Promenade. The following companies and organizations registered as exhibitors: • Environmental Systems Research Institute, Inc. • Terra Systems, Inc./Space Imaging, LLP • Five Mountain Medical Community • Hawaii County Economic Opportunity Council • American General Financial Group • National Resource Center for Family Centered Practices, University of Iowa • Hawaii Island Economic Development Board • Tiger Corporation • Xerox Corporation-Hawaii • Liberty Mutual 7. Besides Thursday morning's opening session featuring keynote speakers County of Hawaii Mayor Harry Kim and David Blane from the Office of State Planning, we also coordinated the panel discussions on `America's Promise Hawai`i' and `GIS-Questions Answered'. NACo planned the other panel workshops. For Friday's general session, Bob Fishman from the Hawaii Tourism Authority and Jeff Mikulina from the Sierra Club discussed the issue of tourism and `carrying capacity.' 8. A "Mahalo-To-Our-Sponsors" booth was made available to sponsors and product donors. Ueshima Coffee Corporation distributed samples of freshly brewed coffee at this booth. Sponsors brochures were also available at the table. 9. A mahalo banner was printed to thank conference sponsors and another banner thanked in-kind product and service donations. These banners were prominently displayed throughout the conference, including off-site events. 10. A WIR golf tournament was held at the Waikoloa Village Golf Club. We had 35 entrees of which 30 were from out-of-state. 2
