AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL FACILITY
SCHEDULE ESTABLISHED BY ORDINANCE NO. 00-15 BY NAMING THE
ATHLETIC FIELD IN THE KONG SCENIC PARK IN HONOR OF CLARENCE
LUM-WON.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`L•
SECTION 1. Purpose. Clarence Lum-Won was born on December 13, 1938 in
Kainaliu, Kona. Although the third oldest child, he was put in charge of the family
household. During the late 1950's through the 1960's, he was an entertainer with Hawaiian
Airlines. He then worked for over twenty years in the construction industry until he
became disabled.
Because of his extraordinary dedication and hard work for the last ten years his dream
of turning the baseball field at Kona Scenic Park into afirst-class facility has become a
reality. Helped with donations from the Kona community, Clarence sacrificed personal
resources and countless hours of labor to improve the ball field. Improvement projects
included the construction of backstops, dugouts, picnic tables, scorekeeper and equipment
sheds and goal posts. Other improvements included landscaping and the installation of
fencing and gates. In spite of all these improvements, Clarence, with aloha and humility,
still says that there are still things which need to be done.
The purpose of this ordinance is ±o recognize and commemorate in perpetuity the
many years of dedication and hard work that Clarence Lum-Won contributed towards the
improvement of Kona Scenic Park, which is hereby named in his honor, pursuant to
Chapter 15, Article 8, Section 15-67 of the Hawaii County Code of 1983, which
establishes guidelines for the naming of county parks and recreation facilities.
SECTION 2. That unnumbered item relating to the Kona Scenic Park contained in
the Parks and Recreational Facility Schedule, Parks, Kona, established by Ordinance No.
00-15, is amended to read as follows:
"Kona Scenic Park/Clarence Lum-Won Athletic Field"
SECTION 3. Material to be repealed is bracketed. New material is underscored. In
printing this ordinance, the brackets and underscoring need not be included.
SECTION 4. If any provision of this ordinance, or the application thereof to any
person of circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect upon its approval.
