The Corporation for National and Community Service is pleased to
announce that your grant application for continuation funding is
approved for Fiscal Year 2001.
Please note your new Grant Number: OISRPHI086 and Sub-Account
Number: O1SR. The sub-account number is most important in order
for your organization to access the DHHS/Payment Management
System.
The CNS personnel assigned to monitor and administer this grant
are:(1) the CNS State Program Manager shown on the front page of
your i1vA who is responsible for working wil`.~1 you on the tecrinicai
and program aspects of the grant and (2) the Pacific Service
Center Grants person, also shown on the front page of your NGA who
will assist with financial and administrative matters.
The grant application submitted by your Agency is approved for a
period of performance of 3 years. This grant is funded for 12
months beginning July 01, 2001 through June 30, 2002, and reflects
the administrative increase approved for this fiscal year.
All future advances or reimbursements will be done through the PMS
Web based system. Do not send a RAR to CNS for payment
Additionally, you are reminded of HHS's rule against drawing funds
in excess of immediate need. Please attempt to limit your advances
to funds that you will use within three business days of the
transfer, but feel free to draw funds as often as necessary.
This office was notified by (DHHS) Payment Management System (PMS)
that correspondence was mailed to the contact person designated by
your agency to request funds. The contact person now has a
USERNAI~IR and PASSWORD for your agency required too access, via
computer, Internet web based system known as SMARTLINK II.

Please read closely the "Terms and Conditions" pages attached to
your NGA. Financial Status Report forms (SF269A) will only be
required twice yearly at the dates shown in the NGA's Terms and
Conditions. For a grant starting 7/1/01, the first FSR will cover
7/1/01 ~ 12/31/01 and be due to the Service center no later than
30 January 2002. The second FSR will cover the remaining two
quarters (1/1/02 - 6/30/02) and be due to the Service center no
later than 9/30/02. You will however find that you are required
to submit online expenditure reports to HHS/PMS quarterly.
The Corporation for National Service reminds you that recipients
of federal funds are required to follow certain regulations set
forth in the Office of Management and Budget (OMB) Circulars.
Please note that the Grant Provisions included with your award
take precedence before the OMB Circulares. The following

The Single Audit Act now applies to non-profit organizations,
including colleges and universities, local governments and Indian
tribes are now covered by A-133.
Additionally, OMB revised Circular A-133, "Audits of Institutions
of Higher Education and Other Non-Profit Institutions", only
grantees that expend $300,000 of Federal funds in a fiscal year
are required to conduct an A-133 audit.
Grantees are required to forward audits and audit finding, if
applicable, to:

Grantees are instructed not to send copies of the audit report to
the Corporation.
A copy of the latest Program Handbook can be obtained by logging
onto CNS'S website at www.nationalservice.org. Click on the title
"Resources for Programs"; then click on title "Senior Corp
Resources", here you will see the listing of Handbooks for each of
the Senior Corp Programs. This website contains a wide range of
information concerning CNS programs and is well worth visiting.
