RE: 2002 HSAC LEGISLATIVE MATTERS -LEGISLATIVE PROGRAM
POLICY STATEMENT
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the 2002 HSAC Legislative
Program Policy Statement transmitted by Jon Yoshimura in his letter of August 13. 2001 for
recommended adoption by the Hawaii County Council be waived from the Committee on Public
Works and Intergovernmental Relations to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Public
Works and Intergovernmental Relations for placement on its future agenda.

based on the Policy Statemexlt adopted by PISAC for the 2041 legislative session. The ~iSAC
Executive Committee must officially approve the Statement: Please ask your Cotutcil to take
appropriate action on this item.
Please also find attached a 2002 kiSAC Legislative Program Schedule. The Schedule is
presented for information only. No action by the F~cecutiwe Committee is required. ' ~ '

2002 ~€SAC Legislative Program Policy Statement
The Hawaii State Association of Counties (HSAC) shall be guided by the following
policies during the 20021egislative session:
I . The Executive Committee shall determine the strategy for HSAC's efforts
before the legislature.
2. An HSAC officer or designee shall testify before the Legislature on proposals
izz the 2002 IISAC Legislative package.

2002 I-€SAC LegislaCive Program Schedule
August 2001 Solicit proposals for inclusion in the 2002 HSAC Legislative Package.
Transmit the 2002 I•ISAC Legislative Frogram policy Statement to the
councils for review aad approval.
Notify the councils of the 2002 HSAC Legislative Program Schedule,
September 2001 Councils gather proposals for 2002 Package.
Coua~cils transmit proposals to the Executive Committee.
Councils review the 2002 Legislative program Policy Statement,
October 2001 Executive Committee receives proposals for 2002 Package from councils.
Executive Conunittee transmits proposals to all councils for review and
approval.
Pxecutive Committees receives comments on 2002 Policy Statement.
If necessary, Executive Committee revises policy Statement and transmits
to councils.
November 2001 Councils approve proposals for 2002 Legislative Package.
Councils approve 2002 Policy Statement.
December 2001 Executive Coasmittce recommends 2042 Legislative Package and Policy
Statement to General Membership.
General Membership reviews and approves 2002 Legislative Package and
Policy Statement.
January 2002 President causes proposals in 2002 Legislative Package to be introduced.
Staff prepares testimonies on Package proposals.
Jan. - Apri12002 Monitor Package proposals ar?d other measures, testify as necessary, and
provide Package status updates.
