No. 742Bi11 No. 244 <br /> PLACE: Council Chambers <br /> TIME: 3:05 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 244, reports as follows: <br /> Bill No. 244, transmitted by Council Member Dominic Yagong, via Communication No. 742, <br /> dated April 18, 2000, amends Chapter 19, Article 10, Section 19-75, Hawaii County Code, <br /> relating to real property tax exemptions. <br /> Bill No. 244 proposes to add the reference "audiologist" to the list of qualified physicians in <br /> Chapter 19, Article 10, Section 19-75 (b) and (d), Hawaii County Code <br /> Originally heard on May 2, 2000, Bill No. 244 was amended to include the following: <br /> 1. Changing section 19-75 (b) to read "...ophthalmologist, optometrist [or]1 <br /> otolaryngologist, or licensed ph simian, as the case may be, on forms <br /> prescribed by the department of finance." <br /> 2. Also, changing section 19-75 (d) to read "...performed by a [qualified] <br /> licensed audiologist, ophthalmologist, optometrist, otolaryngologist, or <br /> licensed physician, as the case may be, attesting to the continued <br /> impairment of sight, hearing, or total disability." <br /> Your Committee on Finance recommended Bill No. 244 passes first reading. On July 2, 2000, <br /> the Council considered Bill 244, Draft 2 and deferred it back to the Finance Committee with no <br /> discussion. It should be noted that Bill 244, Draft 3 was also on the agenda which included <br /> amendments further clarifying the real property tax exemption for those with disabilities. <br /> Your Committee, during its discussion of Bill No. 244, Draft 3, approved the following <br /> <br /> amendments: <br /> 1. Changing section 19-75 (a) (2) to read "...better ear is [eighty] ninety-two <br /> decibels, [A.S.A.,] or such other level as may be updated b~ A.N.S.I. or <br /> worse, as certified under this section." <br /> 2. Also, changing section 19-75 (c} to include the word "licensed" before <br /> audiologist. <br /> <br />
