Your Committee on Finance, to which was referred Bill No. 244, reports as follows:
Bill No. 244, transmitted by Council Member Dominic Yagong, via Communication No. 742,
dated April 18, 2000, amends Chapter 19, Article 10, Section 19-75, Hawaii County Code,
relating to real property tax exemptions.
Bill No. 244 proposes to add the reference "audiologist" to the list of qualified physicians in
Chapter 19, Article 10, Section 19-75 (b) and (d), Hawaii County Code
Originally heard on May 2, 2000, Bill No. 244 was amended to include the following:
1. Changing section 19-75 (b) to read "...ophthalmologist, optometrist [or]1
otolaryngologist, or licensed ph simian, as the case may be, on forms
prescribed by the department of finance."
2. Also, changing section 19-75 (d) to read "...performed by a [qualified]
licensed audiologist, ophthalmologist, optometrist, otolaryngologist, or
licensed physician, as the case may be, attesting to the continued
impairment of sight, hearing, or total disability."
Your Committee on Finance recommended Bill No. 244 passes first reading. On July 2, 2000,
the Council considered Bill 244, Draft 2 and deferred it back to the Finance Committee with no
discussion. It should be noted that Bill 244, Draft 3 was also on the agenda which included
amendments further clarifying the real property tax exemption for those with disabilities.
Your Committee, during its discussion of Bill No. 244, Draft 3, approved the following
amendments:
1. Changing section 19-75 (a) (2) to read "...better ear is [eighty] ninety-two
decibels, [A.S.A.,] or such other level as may be updated b~ A.N.S.I. or
worse, as certified under this section."
2. Also, changing section 19-75 (c} to include the word "licensed" before
audiologist.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 244, as amended
to Draft 4, and recommends it pass first reading.
