Your Committee on Parks & Environmental Management, to which was referred
Communication No. 275, and the attached Bill No. 77, reports as follows:
The purpose of Bill No. 77 is to name the athletic field in the Kona Scenic Park in honor of
Clarence Lum-Won. Specifically, this bill proposes an amendment to the Parks and
Recreational Facility Schedule established by Ordinance No. 00-15.
Communication No. 275, dated July 20, 2001, from Council Member Nancy Pisicchio,
transmits Bill No. 77 for the Council's review and consideration.
Council Member Nancy Pisicchio reported that according to Deputy Corporation Counsel
Craig Masuda, present definitions contained in the County Code do not permit the naming as
proposed by the bill. The field falls within the definition of "open areas" (Section 15-66),
therefore, naming it after an individual (except a former member of the monarchy) is not
permitted (Section 15-67).
Your Committee is not in accord with the purpose and intent of Bill No. 77, and recommends
that Bill No. 77 be filed.
