Your Committee on Planning, to which was referred Bill No. 72, transmitted jointly with
Bill No. 73 by Mayor Harry Kim per Communication No. 253, dated June 6, 2001, regarding the
State Land Use Boundary Amendment request by the Imamura Family, et al., at Waiakea,
South Hilo, Hawaii, TMK: 2-4-30:004, reports as follows:
Bill No. 72 amends the State Land Use Boundaries Map, H-66, by changing the district
classification for approximately 3.000 acres of land from an Agricultural to a Rural zoned
district.
The rectangular shaped subject property, owned in fee by Tsuneko Imamura, Clifford S.
Imamura, Esther T. Imamura, Clarence T. Imamura and Susan F. Decleene, is located along
Ainalako Road approximately 205 feet south of its intersection with Leimamo Street.
In 1971, the State Land Use Commission redesignated approximately 410 acres of land in the
upper Waiakea Homesteads area from Agricultural to Urban based on the rationale that the
properties, contiguous to existing Urban designated areas, were small non-conforming size lots
and generally planned for residential uses.
The subject parcel was originally part of a larger 10-acre lot, which was subdivided in 1976. The
main dwelling was constructed in 1950. In 1984, an ohana dwelling permit was secured, but
voided because the home was not constructed within the required two-year timeframe. In 1987, a
new ohana permit was obtained and the second dwelling was constructed in 1988. The farm
dwelling agreement for this ohana dwelling was recorded with the Bureau of Conveyances on
November 28, 1988.
The General Plan designation is Low Density Urban, which allows for single family residential,
ancillary community and public uses, and convenience-type commercial uses. The property is
not situated within the Special Management Area and is located approximately five miles mauka
from the shoreline. The Hilo Community Development Plan designates the parcel for A-3a
zoning.
Immediately north (makai) of the subject property is the Sportsman's Paradise Subdivision with
103 lots ranging in size from 12,000 to 15,000 square feet. These non-conforming lots are zoned
A-1 a and were subject to a boundary amendment from Agricultural to Urban initiated by the
State Land Use Commission in 1971. This Urban pocket is surrounded by State Land Use
Agricultural lands. To the south are various properties ranging in size from approximately 3 to

50 acres. Opposite the subject parcel and along Ainalako Road are Agricultural lots (A-la, A-2a,
A-3a, and A-20) with scattered dwellings, macadamia nut and citrus orchards, and cattle grazing.
Although there are some intermittent residential zoned lands along Ainaola Drive, to the west
along Ainalako Road, lots are zoned agricultural and are rural in nature.
Committee Member Julie Jacobson explained that to be consistent with her stand on the
preservation of agricultural lands, she would be voting against this measure.
Your Committee did not entertain any discussion on this measure.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the State Land Use Boundary Amendment request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 72, and
recommends it pass first reading.
