Your Committee on Finance, to which was referred Communication No. 270, reports as follows:
Communication No. 270, transmitted by Mayor Harry Kim, dated July 18, 2001, nominates
Mr. Douglas L. Halsted of Council District 4 to serve on the Hawaii County Liquor Control
Adjudication Board. Mr. Halsted would replace Leinaala B. Enos, whose term expired on
December 31, 2000.
A resident of Hawaii for 42 years, Mr. Douglas L. Halsted is aself-employed attorney who
desires to do public service with the community. He is the chair for the Hawaii Photo Expo
2001, and has served as the secretary for the Film Club, a Mock Trial Coach for Waiakea High
School and a volunteer at Divorce Clinics. Of no political. party affiliation, he will serve a term
to end December 31, 2005.
Pursuant to Article VII, Chapter 3, Section 7-3.3 of the Hawaii County Charter, there shall be a
liquor control adjudication board consisting of five members who shall be appointed by the
Mayor and confirmed by the council in the manner prescribed in Section 13-4 of the Hawaii
County Charter.
Communication No. 270.1 was referred to Your Committee, dated July 24, 2001 from Executive
Assistant Wendell Hatada, which amended the Council District to read Council District 3 in lieu
of Council District 4.
Your Committee on Finance recommends the approval of the appointment of Mr. Douglas L.
Halsted to the Hawaii County Liquor Control Adjudication Board.
